Section
1.
Section
600.13,
subsection
5,
Code
2018,
is
1
amended
to
read
as
follows:
2
5.
An
interlocutory
or
a
final
adoption
decree
shall
be
3
entered
with
the
clerk
of
court.
Such
decree
shall
set
forth
4
any
facts
of
the
adoption
petition
which
have
been
proven
to
5
the
satisfaction
of
the
juvenile
court
or
court
and
any
other
6
facts
considered
to
be
relevant
by
the
juvenile
court
or
court
7
and
shall
grant
the
adoption
petition.
If
so
designated
in
8
the
adoption
decree,
the
name
of
the
adopted
person
shall
be
9
changed
by
issuance
of
that
decree.
The
clerk
of
the
court
10
shall,
within
thirty
days
of
issuance,
deliver
one
certified
11
copy
of
any
adoption
decree
to
the
petitioner
at
no
charge
,
12
one
copy
of
any
adoption
decree
to
the
department
and
any
13
adoption
service
provider
who
placed
a
minor
person
for
14
adoption
at
no
charge
,
and
one
certification
of
adoption
as
15
prescribed
in
section
144.19
to
the
state
registrar
of
vital
16
statistics
at
no
charge
.
Upon
receipt
of
the
certification,
17
the
state
registrar
shall
prepare
a
new
birth
certificate
18
pursuant
to
section
144.23
and
deliver
to
the
parents
named
19
in
the
decree
and
any
adult
person
adopted
by
the
decree
a
20
copy
of
the
new
birth
certificate.
The
parents
shall
pay
the
21
fee
prescribed
in
section
144.46
.
If
the
person
adopted
was
22
born
outside
this
state
but
in
the
United
States,
the
state
23
registrar
shall
forward
the
certification
of
adoption
to
the
24
appropriate
agency
in
the
state
of
birth.
A
copy
of
any
25
interlocutory
adoption
decree
vacation
shall
be
delivered
and
26
another
birth
certificate
shall
be
prepared
in
the
same
manner
27
as
a
certification
of
adoption
is
delivered
and
the
birth
28
certificate
was
originally
prepared.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
clerk
of
court
to
deliver,
within
30

days
of
issuance
of
an
adoption
decree,
one
certified
copy
of

any
adoption
decree
to
the
petitioner
at
no
charge,
one
copy

to

department
of
public
health
and

any
adoption
service
provider
who
placed
a
minor
person
for

adoption

no
charge,
and
one
certification

Code
section
144.19
to
the
state
registrar
of

vital
statistics.
Code
section
144.19
provides
that
a
fee,
5
established
by
the
department
of
public
health
based
on
average
6
administrative
cost,
shall
be
collected
for
the
preparation
of
7
a
certificate
of
adoption.
