S.F. 2225 Section 1. REBUILD IOWA INFRASTRUCTURE FUND —— DEPARTMENT 1 OF CORRECTIONS —— HOME BUILDING PROGRAM APPROPRIATION. There 2 is appropriated from the rebuild Iowa infrastructure fund to 3 the department of corrections for the fiscal year beginning 4 July 1, 2018, and ending June 30, 2019, the following amount, 5 or so much thereof as is necessary, to be used for the purposes 6 designated: 7 For costs associated with site development and improvement, 8 construction, and related equipment purchases necessary for 9 establishing a home building program to provide low-cost homes 10 for income-qualified buyers, notwithstanding section 8.57, 11 subsection 5, paragraph “c”: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,000,000 13 In developing the home building program, Iowa prison 14 industries shall be authorized to contract with a nonprofit 15 organization to operate the program and to provide an inmate 16 workforce for the program consistent with the objectives of 17 section 904.801. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill appropriates project funding for FY 2018-2019 22 from the rebuild Iowa infrastructure fund to the department 23 of corrections for certain costs associated with establishing 24 a home building program to provide low-cost homes for 25 income-qualified buyers.
