Section
1.
PEER
SUPPORT
RESPITE
HOUSE
PILOT
PROGRAM.

1.
The
department
of
human
services
shall
establish,
2
promote,
and
administer
a
two-year
peer
support
respite
house
3
pilot
program
for
the
purposes
of
assisting
persons
with
mental
4
health
and
substance
abuse
disorders.
Financial
assistance
5
under
the
program
shall
be
provided
from
moneys
appropriated
to
6
the
peer
support
respite
house
pilot
program.

2.
The
department
of
human
services
shall
award
a
grant
8
to
an
entity
headquartered
in
a
county
with
a
population
9
between
48,000
and
51,000
as
determined
by
the
2010
federal
10
decennial
census
that
provides
multiple
services
to
persons
11
with
substance
abuse
or
mental
health
disorders,
including
12
but
not
limited
to
peer
mentoring,
short-term
shelter,
and
13
referrals
for
mental
health
and
substance
abuse
services.
The
14
entity
receiving
the
grant
from
the
department
shall
have
the
15
demonstrated
knowledge
of
evidence-based
expertise
in
the
16
field,
proper
training,
a
sound
strategic
plan,
and
documented
17
control
of
a
physical
facility
for
the
operation
of
a
peer
18
support
respite
house.

3.
a.
The
entity
shall
conduct
a
comprehensive
review
of
20
its
peer
support
respite
house
pilot
program
and
shall,
by
21
December
15,
2020,
submit
a
report
of
its
review
including
any
22
recommendations
and
cost
projections
to
the
governor
and
the
23
general
assembly.
24
b.
The
entity
shall
include
in
the
report
information
25
relating
to
the
establishment
of
peer
support
respite
houses
26
throughout
the
state.

Sec.
2.
APPROPRIATION
——
PEER
SUPPORT
RESPITE
HOUSE
PILOT

PROGRAM.
There
is
appropriated
from
the
general
fund
of
the
29
state
to
the
department
of
human
services
for
the
following
30
fiscal
years,
the
following
amounts,
or
so
much
thereof
as
is
31
necessary,
to
be
used
for
the
purposes
designated:

Notwithstanding
section
8.33,
moneys
appropriated
in
this
4
section
of
this
Act
that
remain
encumbered
or
unobligated
at
5
the
close
of
the
fiscal
year
shall
not
revert
but
shall
remain
6
available
for
expenditure
for
the
purposes
designated
until
the
7
close
of
the
succeeding
fiscal
year.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
a
two-year
peer
support
respite
house
12
pilot
program
for
persons
with
mental
health
and
substance
13
abuse
disorders
and
makes
an
appropriation.
14
The
bill
directs
the
department
of
human
services
to
15
establish
and
administer
a
two-year
peer
support
respite
house
16
pilot
program
to
provide
services
to
persons
with
mental
health
17
and
substance
abuse
disorder
needs.
The
department
is
required
18
to
award
a
grant
to
an
entity
located
in
a
county
with
a
19
population
between
48,000
and
51,000
as
determined
by
the
2010
20
federal
decennial
census
that
provides
multiple
services
to
21
persons
with
substance
abuse
or
mental
health
disorders.
The
22
entity
receiving
the
grant
shall
have
demonstrated
knowledge
of
23
evidence-based
expertise,
proper
training,
a
solid

and

of
a

to
be

the

support
respite
house.

The
bill
requires
the

to

of
human
services
for
FY
2018-2019
and

FY
2019-2020
for
purposes
of
the
bill.
