Section
1.
NEW
SECTION
.
4.15
Constitutionality
of
statutes.

Pursuant
to
the
provisions
of
Article
V,
section
4
of
2
the
Constitution
of
the
State
of
Iowa,
the
general
assembly

declares
that
no
statute
shall
be
held
unconstitutional
by
a
4
court
of
this
state
except
by
the
concurrence
of
at
least
five
5
justices
of
the
supreme
court
of
Iowa.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
7
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
no
statute
shall
be
held
12
unconstitutional
by
a
court
of
this
state
except
by
the

of

justices
of

The
bill
takes
