NEW
SECTION
.
232.23A
Authority
to
lock
the
1
facility.

The
administrator
in
charge
of
any
secure
or
nonsecure
3
facility
for
the
detention
or
custody
of
juveniles
shall
have
4
the
authority
to
lock
the
facility.
For
purposes
of
this
5
section,
“lock”
means
a
device
to
secure
a
door
that
is
operated
6
by
a
key,
a
combination,
or
an
electronic
system.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
permits
the
administrator
in
charge
of
a
secure
or

nonsecure
facility
for
the
detention
or
custody
of
juveniles

to
lock
the
facility.
The
bill
defines
a
lock
as
a
device
to

a
door
that

operated
by
a
key,
a
combination,
or
an
