68B.5A,
subsection
4,
Code
2018,
is

amended
to
read
as
follows:

member

general
assembly,

the
termination
of
service
or
employment

become
a
lobbyist.

Sec.
2.
Section
68B.5A,
Code
2018,
is
amended
by
adding
the

following
new
subsection:

NEW
SUBSECTION
.
4A.
A
member
of
the
general
assembly
shall

not
within
five
years
after
the
termination
of
service
become

a
lobbyist.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
13
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
lobbying
restrictions
on
former
members
15
of
the
general
assembly.
Currently,
a
member
of
the
general
16
assembly
cannot
become
a
lobbyist
within
two
years
following
17
the
termination
of
service.
A
lobbyist
is
defined
in
Code
18
section
68B.2,
subsection
13,
as
a
person
who
conducts
one
of
19
four
specified
activities.
The
bill
extends
the
prohibition
to
20
five
years
following
the
termination
of
service.
