The department of management, in consultation with 24 the departments and agencies and the judicial branch listed 25 in subsection 1, shall identify and implement the reductions 26 in subsection 1 with respect to the appropriate general fund 27 appropriations. Within fifteen days of the effective date of 28 this section, the department of management shall transmit a 29 report to the general assembly and legislative services agency 30 listing the appropriation reductions applied. 31 3. In order to implement the reductions in subsection 1, 32 the departments and agencies and the judicial branch may adjust 33 allocations made from appropriations that are being reduced. 34 4. In order to implement the reductions in subsection 1, the 35 -3- LSB 6134SV (3) 87 tm/rn 3/ 7
S.F. 2117 department of management may reduce a standing appropriation to 1 a department or agency required to reduce expenditures pursuant 2 to subsection 1. 3 Sec. 2. LIMITATIONS OF STANDING APPROPRIATION —— FY 4 2017-2018. Notwithstanding the standing appropriation in the 5 following designated section for the fiscal year beginning July 6 1, 2017, and ending June 30, 2018, the amount appropriated from 7 the general fund of the state pursuant to the section for the 8 following designated purpose shall not exceed the following 9 amount: 10 For regional tourism marketing under section 99F.11, 11 subsection 3, paragraph “d”, subparagraph (2): 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 750,000 13 Sec. 3. SUPPLEMENTAL REIMBURSEMENT FOR GROUND EMERGENCY 20 MEDICAL TRANSPORTATION PROVIDED TO MEDICAID BENEFICIARIES. The 21 department of human services shall submit a Medicaid state 22 plan amendment to the centers for Medicare and Medicaid 23 services of the United States department of health and human 24 services to request authorization to establish and administer a 25 methodology to provide supplemental reimbursement to eligible 26 ground emergency medical transportation providers that provide 27 ground emergency medical transportation services to Medicaid 28 beneficiaries. For purposes of this section, “eligible ground 29 emergency medical transportation provider” means a provider who 30 provides ground emergency medical transportation services to 31 Medicaid beneficiaries and is enrolled as a Medicaid provider 32 during the period being claimed. 33 Sec. 5. 2017 Iowa Acts, chapter 169, section 17, subsection 34 1, paragraph a, subparagraph (1) is amended to read as follows: 35 -4- LSB 6134SV (3) 87 tm/rn 4/ 7

There is appropriated from the 17 general fund of the state to the office of the state public 18 defender of the department of inspections and appeals for the 19 fiscal year beginning July 1, 2017, and ending June 30, 2018, 20 the following amount, or so much thereof as is necessary to 21 supplement appropriations made for the following designated 22 purpose: 23 For payments on behalf of eligible adults and juveniles from 24 the indigent defense fund in accordance with section 815.11: 25 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,700,000 26 Sec. 9. S.F. 2117 EFFECTIVE DATE 1 Sec. 10. EFFECTIVE UPON ENACTMENT. This Act, being deemed 2 of immediate importance, takes effect upon enactment. 3 EXPLANATION 4 The inclusion of this explanation does not constitute agreement with 5 the explanation’s substance by the members of the general assembly. 6 This bill relates to public funding and regulatory matters 7 and making, reducing, transferring, and supplementing 8 appropriations for expenditures for the fiscal year 2017-2018. 9 The bill is organized by divisions. 10 APPROPRIATION REDUCTIONS. For the fiscal year 2017-2018, 11 the bill limits expenditures made from appropriations from 12 the general fund for certain listed departments and agencies 13 and the judicial branch. The bill requires the department 14 of management, in consultation with the departments and 15 agencies and the judicial branch, to identify and implement 16 the reductions and to file a report with the general assembly 17 and the legislative services agency listing the appropriation 18 reductions applied within 15 days of the effective date 19 of the bill. The bill allows departments and agencies 20 and the judicial branch to adjust allocations made within 21 appropriations that are being reduced. The bill allows the 22 department of management to reduce standing appropriations to 23 such departments and agencies. 24 The bill limits a standing appropriation to the economic 25 development authority for purposes of regional tourism 26 marketing. 27 The bill transfers moneys from the Iowa skilled worker and 28 job creation fund to the general fund of the state for FY 29 2017-2018. 30 The bill requires the department of human services to submit 31 a Medicaid state plan amendment to the centers for Medicare and 32 Medicaid services of the United States department of health 33 and human services to request authorization to establish and 34 administer a methodology to provide supplemental reimbursement 35 -6- LSB 6134SV (3) 87 tm/rn 6/ 7
S.F. 2117 to eligible ground emergency medical transportation providers 1 that provide ground emergency medical transportation services 2 to Medicaid beneficiaries. 3 The bill reduces an appropriation to the economic 4 development authority from the Iowa skilled worker and job 5 creation fund for FY 2017-2018. 6 The bill increases the reduction to the standing unlimited 7 appropriation to the general assembly. 8 The bill repeals an appropriation to the offices of the 9 governor and the lieutenant governor for the fiscal year 10 2017-2018 for expenses incurred during the gubernatorial 11 transition. 12 SUPPLEMENTAL APPROPRIATIONS. The bill makes supplemental 13 appropriations to the state public defender of the department 14 of inspections and appeals for payments on behalf of eligible 15 adults and juveniles from the indigent defense fund. 16 The bill makes supplemental appropriations to the department 17 of administrative services for payments of utility costs. 18 EFFECTIVE DATE.
