PORTABLE
BENEFITS
FOR
NONTRADITIONAL
WORKERS.
The
department
2
of
workforce
development,
in
consultation
with
the
Iowa
3
insurance
commissioner,
shall
conduct
a
study
assessing
the
4
feasibility
of
establishing
a
portable
benefits
program
for
5
workers
not
classified
as
employees
by
their
employer
and
6
who
are
therefore
generally
ineligible
for
health
care
and
7
pension-related
benefits
otherwise
provided
to
employees.
The
8
study
shall
consider
who
should
administer
a
portable
benefits
9
program,
what
benefits
and
what
level
of
benefits
to
provide
10
in
the
program,
and
a
method
of
financing
the
benefits.
The
11
department
shall
submit
a
written
report
regarding
the
results
12
of
the
study,
including
its
findings
and
recommendations,
to
13
the
general
assembly
by
November
15,
2018.

This
bill
requires
the
department
