Section
1.
Section
157.3,
subsection
1,
unnumbered

paragraph
1,
Code
2018,
is
amended
to
read
as
follows:

An
applicant
who
has
graduated
from
high
school
or
its
3
equivalent
shall
be
issued
a
license
,
which
shall
be
valid
for
4
a
period
of
four
years
from
the
date
of
issuance,
to
practice
5
any
of
the
cosmetology
arts
and
sciences
by
the
department
when
6
the
applicant
satisfies
all
of
the
following:

Section
157.10,
subsection
1,
Code
2018,
is
amended

to
read
as
follows:

1.
The
course
of
study
required
for
licensure
for
the
10
practice
of
cosmetology
shall
be
two
thousand
one
hundred
one
11
thousand
five
hundred
clock
hours,
or
seventy
an
equivalent
12
number
of
semester
credit
hours
or
the
equivalent
thereof
as
13
determined
pursuant
to
administrative
rule
and
regulations
14
promulgated
by
the
United
States
department
of
education.

The
clock
hours,
and
equivalent
number
of
semester
credit
16
hours
or
the
equivalent
thereof
as
determined
pursuant
to
17
administrative
rule
and
regulations
promulgated
by
the
United
18
States
department
of
education,
of
a
course
of
study
required
19
for
licensure
for
the
practices
of
electrology,
esthetics,
nail
20
technology,
manicuring,
and
pedicuring
shall
be
established
by
21
the
board.
The
board
shall
adopt
rules
to
define
the
course
22
and
content
of
study
for
each
practice
of
cosmetology
arts
and
23
sciences.

EXPLANATION
25
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
alters
the
educational
requirements
necessary
28
to
obtain
a
license
to
practice
cosmetology
from
2,000
clock
29
hours,
or
70
semester
credit
hours
or
the
equivalent,
to
1,500
30
curriculum
hours
or
an
equivalent
number
of
semester
credit
31
hours
as
determined
pursuant
to
federal
rules
and
regulations.
32
The
bill
also
makes
such
licenses
valid
for
four
years
from
33
the
date
of
issuance.
Current
rules
require
renewal
every
two
34
years.
