THREE-MONTH
RETROACTIVE
MEDICAID
COVERAGE

BENEFIT.
The
department
of
human
services
shall
adopt

emergency
rules
pursuant
to
chapter
17A
and
shall
seek
a

waiver
from
the
centers
for
Medicare
and
Medicaid
services
of
7
the
United
States
department
of
health
and
human
services
to
8
reinstate
and
implement
the
three-month
retroactive
Medicaid
9
coverage
benefit
for
Medicaid
applicants
effective
July
1,
10
2018.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
12
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
15
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
strikes
the
provision
in
the
2017
Iowa
Acts
that
17
directed
the
department
of
human
services
(DHS)
to
eliminate
18
the
three-month
retroactive
Medicaid
coverage
benefit
and
19
directs
DHS
to
adopt
emergency
rules
and
seek
a
waiver
from
the
20
centers
for
Medicare
and
Medicaid
services
of
the
United
States
21
department
of
health
and
human
services
(CMS)
to
reinstate
and
22
implement
the
three-month
retroactive
Medicaid
coverage
benefit
23
for
Medicaid
applicants
effective
July
1,
2018.
The
bill
takes
24
effect
upon
enactment.
