1.
TERMINATION
OF
MEDICAID
MANAGED
CARE
CONTRACTS

ALTERNATIVES

CARE
DELIVERY

REFORM.

1.
The
department
of
human
services
shall,
upon
the
4
effective
date
of
this
Act,
provide
written
notice
in
5
accordance
with
the
termination
provisions
of
the
contract,
6
to
each
managed
care
organization
with
whom
the
department
7
executed
a
contract
to
administer
the
Iowa
high
quality
health
8
care
initiative
as
established
by
the
department,
to
terminate
9
such
contracts
following
a
one-hundred-eighty-day
transition
10
period.
The
transition
period
shall
be
based
on
a
transition
11
plan
developed
by
the
department
and
submitted
to
the
council
12
on
human
services
and
the
medical
assistance
advisory
council
13
for
review.
The
department
of
human
services
shall
seek
any
14
Medicaid
state
plan
or
waiver
amendments
necessary
to
complete
15
the
transition.

2.
The
department
shall
continue
to
pursue
other
17
initiatives
to
realign
the
Medicaid
health
care
delivery
system
18
and
provide
holistic,
integrated,
patient-centered
care
while
19
moving
toward
a
value-based
model
of
payment
reform,
including
20
but
not
limited
to
the
healthiest
state
initiative,
the
Iowa
21
health
and
wellness
plan
created
pursuant
to
chapter
249N,
the
22
state
innovation
models
initiative
utilizing
accountable
care
23
organizations,
and
integrated
health
homes.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
25
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
28
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
department
of
human
services
(DHS)
30
to
provide
written
notice
in
accordance
with
the
termination

provisions
of
the
contract,
to
each
managed
care
organization

with
whom
DHS
executed
a
contract
to
administer
the
Iowa
