Section
1.
Section
35A.5,
Code
2018,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
16A.
Establish
a
program
to
provide
for
the

designation
of
a
small
business,
as
defined
in
section
15.102,
4
that
is
fifty-one
percent
or
more
owned,
operated,
and
actively
5
managed
by
one
or
more
veterans
as
a
“veteran-owned”
business.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
veterans
affairs
to
10
establish
a
program
for
the
designation
of
a
small
business
as
11
a
“veteran-owned”
business.
