amended
to
read

hand
and
arm
signals.

All
signals
herein
required
which
may
be
given
by
hand

and
arm
shall
when
so
given
be
given
from
the
left
side
of
the

vehicle
and
the
following
manner
and
interpretation
thereof
is

suggested:

1.
a.
Left
turn
——
Hand
and
arm
extended
horizontally.

2.
b.
Right
turn
——
Hand
and
arm
extended
upward.

3.
c.
Stop
or
decrease
of
speed
——
Hand
and
arm
extended

downward.

2.
Notwithstanding
subsection
1,
a
person
operating
a
12
bicycle
may
give
a
right-turn
signal
by
extending
the
person’s
13
right
hand
and
arm
horizontally
from
the
right
side
of
the
14
bicycle.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
Code
section
321.317
provides
that
19
directional
signals
from
a
motor
vehicle
may
be
given
either
20
by
hand
and
arm
or
by
mechanical
or
electrical
device.
Code
21
section
321.318
requires
directional
signals
given
by
hand
22
and
arm
to
be
given
from
the
left
side
of
the
vehicle.
This
23
provision
is
applicable
to
persons
operating
bicycles
through
24
Code
section
321.234(2).
A
violation
of
Code
section
321.318
25
is
punishable
by
a
scheduled
fine
of
$35.
26
This
bill
provides
that
a
person
operating
a
bicycle
may
give
27
a
right-turn
signal
by
extending
the
person’s
right
hand
and
28
arm
horizontally
from
the
right
side
of
the
bicycle.
