S.F. 187 Section 1. Section 256C.5, subsection 2, paragraph a, Code 1 2017, is amended to read as follows: 2 a. For the initial school year for which a school district 3 approved to participate in the preschool program receives that 4 approval and implements the preschool program, the funding for 5 the preschool foundation aid payable to that school district 6 shall be paid from the appropriation made for that school year 7 in section 256C.6 , Code 2011, or in another appropriation 8 made for purposes of this chapter . For that school year, the 9 preschool foundation aid payable to the school district is 10 the product of the regular program state cost per pupil for 11 the school year multiplied by sixty percent of the school 12 district’s eligible student enrollment on the date in the 13 school year determined by rule. In addition to the amount of 14 preschool foundation aid payable to the school district for 15 the initial year of implementation, the school district may 16 authorize the expenditure of funds from the school district’s 17 cash reserve in order to meet the program’s funding needs in 18 the initial year of implementation if the amount needed by the 19 school district exceeds the amount of preschool foundation 20 aid received by the school district for that initial year of 21 implementation. 22 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 23 immediate importance, takes effect upon enactment. 24 Sec. 3. APPLICABILITY. This Act applies to school budget 25 years beginning on or after July 1, 2017. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 Code section 256C.5 establishes requirements for the funding 30 of a school district’s approved preschool program during the 31 program’s initial year of implementation. For the initial 32 school year for which a school district approved to participate 33 in the preschool program receives that approval and implements 34 the preschool program, the funding for the preschool foundation 35 -1- LSB 2193SS (3) 87 md/sc 1/ 2
S.F. 187 aid payable to that school district shall be paid from the 1 appropriation made for that school year in Code section 256C.6, 2 Code 2011 (appropriations ended with FY 2011), or in another 3 appropriation made for purposes of Code chapter 256C. 4 This bill provides that in addition to the amount of 5 preschool foundation aid payable to the school district for 6 the initial year of implementation, a school district may 7 authorize the expenditure of funds from the school district’s 8 cash reserve in order to meet the program’s funding needs in 9 the initial year of implementation if the amount needed by the 10 school district exceeds the amount of preschool foundation 11 aid received by the school district for that initial year of 12 implementation. 13 The bill takes effect upon enactment and applies to school 14 budget years beginning on or after July 1, 2017. 15 -2- LSB 2193SS (3) 87 md/sc 2/ 2
