Section
1.
Section
8A.311,
Code
2017,
is
amended
by
adding
1
the
following
new
subsection:

SUBSECTION

12A.
The
director
shall
adopt
rules
which

provide
that
a
department
or
agency
is
not
required
to
comply
4
with
the
requirements
of
section
904.808
for
the
purchase
of
a
5
product
if
the
department
or
agency
can
verify
that
the
product
6
is
manufactured
within
the
state.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
9
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
8A.311,
concerning
competitive
bidding
11
procedures,
is
amended
to
provide
that
the
director
of
the
12
department
of
administrative
services
(DAS)
shall
adopt
rules
13
providing
that
DAS
or
any
other
state
agency
shall
not
be
14
required
to
comply
with
the
requirements
relating
to
purchasing
15
from
prison
industries
if
the
product
to
be
purchased
is
16
manufactured
in
this
state.
