1.
Section
724.23,
Code
2017,
is
amended
to
read
as

follows:

724.23
Records
kept
by
commissioner
and
issuing
officers
.

1.
The
commissioner
of
public
safety
shall
maintain
a
4
permanent
record
of
all
valid
permits
to
carry
weapons
and
of
5
current
permit
revocations.

2.
a.
The
commissioner
of
public
safety
and
any
issuing
7
officer
shall
keep
confidential
any
information
that
would
8
personally
identify
holders
of
nonprofessional
permits
to
carry
9
weapons
and
permits
to
acquire
pistols
or
revolvers,
including
10
but
not
limited
to
the
name,
social
security
number,
date
of
11
birth,
driver’s
license
or
other
identification
number,
and
12
residential
or
business
address
of
the
permit
holder,
unless
13
such
confidentiality
is
waived
in
writing
by
the
permit
holder.
14
b.
This
subsection
shall
not
prohibit
the
release
of
15
statistical
information
relating
to
the
issuance,
denial,
16
revocation,
or
administration
of
nonprofessional
permits
to
17
carry
weapons
and
permits
to
acquire
pistols
or
revolvers,
18
provided
that
the
release
of
such
information
does
not
reveal
19
the
identity
of
any
individual
permit
holder.

c.
This
subsection
shall
not
prohibit
the
release
of
21
information
to
any
law
enforcement
agency,
or
an
employee
22
or
agent
thereof,
when
necessary
for
an
investigation
of
23
a
possible
violation
of
law
or
for
conducting
a
lawfully
24
authorized
background
investigation.

EXPLANATION
26
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
27
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
law
requires
the
commissioner
of
public
safety
29
to
maintain
a
permanent
record
of
all
valid
permits
to
carry
30
weapons
and
of
current
permit
revocations.
The
bill
provides
31
that,
notwithstanding
any
other
law
or
rule
to
the
contrary,
32
the
commissioner
of
public
safety
and
any
issuing
officer
33
(county
sheriff)
shall
keep
confidential
any
information
that
34
would
personally
identify
holders
of
nonprofessional
permits
