Section
1.
Section
15E.116,
Code
2017,
is
amended
to
read

as
follows:

15E.116
Iowa
wine
,
and
beer
,
and
spirits
promotion
board.

An
Iowa
wine
,
and
beer
,
and
spirits
promotion
board
is

created.
The
board
consists
of
three
four
members
appointed
5
by
the
director
of
the
economic
development
authority.
Each
6
member
shall
serve
a
term
of
two
years
on
the
board.
One
member
7
shall
represent
the
authority,
one
member
shall
represent
the
8
Iowa
wine
makers,
and
one
member
shall
represent
the
Iowa
beer
9
makers
,
and
one
member
shall
represent
the
Iowa
micro-distilled
10
spirits
makers
.
The
board
shall
advise
the
authority
on
the
11
best
means
to
promote
wine
,
and
beer
,
and
spirits
made
in
Iowa.

The
economic
development
authority
shall
consult
with

on
the

spirits

in
Iowa.

The
authority
has
the
authority
to
contract
with
private

persons
for
the
promotion
of
beer
,
and
wine
,
spirits
made
in

Iowa.

3.
Moneys
appropriated
to
the
authority
pursuant
to

sections
123.17,
123.143
,
and
123.183
may
be
used
by
the

authority
for
the
purposes
of
this
section
,
including

administrative
expenses
incurred
under
this
section
.

3.
Section
123.17,
Code
2017,
is
amended
by
adding
the

following
new
subsection:

After
any
transfer
provided
for

made,
there
is
appropriated
from
the

beer
and
liquor
control
fund
to
the
economic
development

authority
for
purposes
of
section
15E.117
a
sum
of
moneys

equal
to
the
markup,
as
determined
pursuant
to
section
123.24,

on
micro-distilled
spirits
sold
by
the
division
that
are
33
manufactured
in
this
state
by
a
class
“A”
micro-distilled
34
spirits
permittee
which
owns
and
operates
a
micro-distillery

subsection
6,
Code

is
amended

read
as

After
any
transfers
or
appropriations
provided
for
in

the
department
of
commerce
shall

transfer
to
the
division
from
the
beer
and
liquor
control

fund
and
before
any
other
transfer
to
the
general
fund,
an

amount
sufficient
to
pay
the
costs
incurred
by
the
division
for
8
collecting
and
properly
disposing
of
the
liquor
containers.

This
bill
concerns
the
promotion
of
micro-distilled
spirits

made
in
this
state.

Code
section
15E.116,
establishing
the
Iowa
wine
and
beer
15
promotion
board,
is
amended
to
add
spirits
and
rename
the
board
16
the
Iowa
wine,
beer,
and
spirits
promotion
board.
The
bill
17
also
adds
an
additional
member
to
the
board
who
represents
Iowa
18
micro-distilled
spirits
makers.
19
Code
section
15E.117,
providing
for
the
promotion
of
wine
20
and
beer
in
Iowa,
is
amended
by
adding
spirits.
21
Code
section
123.17,
concerning
the
beer
and
liquor
control
22
fund,
is
amended
by
providing
that
a
sum
of
moneys
equal
to
23
the
markup
on
Iowa
manufactured
micro-distilled
spirits
sold
24
by
the
alcoholic
beverages
division
shall
be
appropriated
from
25
the
beer
and
liquor
control
fund
to
the
economic
development
26
authority
to
be
used
for
the
promotion
of
Iowa
wine,
beer,
and
27
spirits
as
provided
in
Code
section
15E.117.
