H.F. _____ Section 1. NURSE AIDE TRAINING AND TESTING PROGRAMS 1 PROVIDED BY OR IN A NURSING FACILITY. Pursuant to chapter 2 249A, the department of human services shall adopt rules 3 pursuant to chapter 17A to provide policies and procedures 4 governing the department of inspections and appeals, as the 5 designated department to approve nurse aide training and 6 testing programs provided by or in a nursing facility. The 7 rules shall provide for all of the following: 8 1. The utilization of online course curricula to meet the 9 required minimum of thirty hours of classroom instruction and 10 the required minimum of fifteen hours of laboratory experience. 11 2. A definition of clock hours for the purposes of meeting 12 the required minimum of seventy-five clock hours of training 13 to include classroom instruction, prior equivalent experience, 14 or both. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill directs the department of human services (DHS) to 19 adopt rules pursuant to Code chapter 17A to provide policies 20 and procedures governing the department of inspections 21 and appeals, as the designated department to approve nurse 22 aide training and testing programs provided by or in a 23 nursing facility, to provide for both of the following: The 24 utilization of online course curricula to meet the required 25 minimum of 30 hours of classroom instruction and the required 26 minimum of 15 hours of laboratory experience and the definition 27 of clock hours for the purposes of meeting the required minimum 28 of 75 clock hours of training to include classroom instruction, 29 prior equivalent experience, or both. 30 -1- LSB 2179YC (3) 87 pf/rh/rj 1/ 1
