WORKGROUP.

1.
The
department
of
public
health
shall
convene
a
mandatory
3
reporter
curriculum
and
training
workgroup
to
meet
during
the
4
2018
legislative
interim
to
examine
issues
and
develop
policy
5
recommendations
relating
to
Iowa
mandatory
reporters
of
child
6
and
dependent
adult
abuse
curriculum
standards,
training,
7
and
accountability.
The
workgroup
shall
request
relevant
8
data
and
outcome
measures
relating
to
necessary
curriculum
9
standards,
tracking
course
completion
of
required
reporters,
10
and
efficient
communication
between
reporters
and
intake
11
personnel
at
the
department
of
human
services
from
workgroup
12
member
organizations
and
from
state
departments
and
agencies,
13
including
but
not
limited
to
the
departments
of
human
services,
14
education,
public
health,
public
safety,
and
other
appropriate
15
organizations.

2.
The
workgroup
shall
be
composed
of
all
of
the
following
17
members:
18
a.
Four
members
of
the
general
assembly
appointed
to
serve
19
in
an
ex
officio,
nonvoting
capacity.
The
legislative
members
20
shall
be
selected,
one
member
each,
by
the
majority
leader
of
21
the
senate,
the
minority
leader
of
the
senate,
the
speaker
of
22
the
house
of
representatives,
and
the
minority
leader
of
the
23
house
of
representatives.

Nine
voting
members
to
include
all
of
the
following:

One
representative
from
each
of
the
following:

The
department
of
human
services.

The
department
of
education.

The
department
of
public
health.

The

of

workgroup
shall
meet
up
to
two
times
during
the

legislative
interim
and
shall
submit
findings
and

recommendations
in
a
report
to
the
general
assembly
by
December
3
21,
2018.

4.
If
possible,
workgroup
members
and
workgroup
member
5
organizations
shall
pay
any
costs
incurred
by
members
in
6
attending
workgroup
meetings.
The
department
of
public
health
7
shall
not
be
responsible
for
payment
of
per
diem
and
other
8
expenses
of
workgroup
members
but
may
pay
any
additional
costs
9
associated
with
the
workgroup,
not
to
exceed
one
thousand
10
dollars,
from
the
operating
budget
of
the
department.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
public
health
to
15
establish
a
mandatory
reporter
curriculum
and
training
16
workgroup.
17
The
bill
provides
that
the
workgroup
shall
consist
of
four
18
members
of
the
general
assembly
serving
in
an
ex
officio,
19
nonvoting
capacity,
selected
one
member
each
by
the
majority
20
leader
of
the
senate,
the
minority
leader
of
the
senate,
the
21
speaker
of
the
house
of
representatives,
and
the
minority
22
leader
of
the
house
of
representatives.
In
addition,
the
23
workgroup
shall
include
nine
voting
members,
one
representative
24
each
from
the
departments
of
human
services,
education,
public
25
health,
human
rights,
and
public
safety;
the
board
of
medicine;
26
the
attorney
general’s
office;
the
child
advocacy
board;
and
a
27
child
abuse
prevention
advocate.

The
bill
directs
the
workgroup
to
examine
issues
and
develop

policy
recommendations
relating
to
Iowa

reporters
of

curriculum

The
bill
provides

the
workgroup
shall
