H.F. _____ Section 1. Section 282.18, subsection 7, Code 2018, is 1 amended to read as follows: 2 7. a. A pupil participating in open enrollment shall be 3 counted, for state school foundation aid purposes, in the 4 pupil’s district of residence. A pupil’s residence, for 5 purposes of this section , means a residence under section 6 282.1 . The board of directors of the district of residence 7 shall pay to the receiving district an amount equal to the sum 8 of the following: 9 (1) Regular program state cost per pupil for the previous 10 school year plus either . 11 (2) Either the teacher leadership supplement state cost per 12 pupil for the previous fiscal year as provided in section 257.9 13 or the teacher leadership supplement foundation aid for the 14 previous fiscal year as provided in section 284.13, subsection 15 1 , paragraph “d” , if both the district of residence and the 16 receiving district are receiving such supplements , plus any . 17 (3) The teacher salary supplement state cost per pupil for 18 the previous fiscal year. 19 (4) The professional development supplement state cost per 20 pupil for the previous fiscal year. 21 (5) The early intervention supplement state cost per pupil 22 for the previous fiscal year. 23 (6) The area education agency teacher salary supplement 24 state cost per pupil for the previous fiscal year. 25 (7) The area education agency professional development 26 supplement state cost per pupil for the previous fiscal year. 27 (8) The state media services cost per pupil for the previous 28 fiscal year. 29 (9) The special education support services state cost per 30 pupil for the previous fiscal year. 31 (10) The state educational services cost per pupil for the 32 previous fiscal year. 33 (11) Any moneys received for the pupil as a result of the 34 non-English speaking weighting under section 280.4, subsection 35 -1- LSB 5710YC (1) 87 md/jh 1/ 3
H.F. _____ 3 , for the previous school year multiplied by the regular 1 program state cost per pupil for the previous fiscal year. 2 b. If the pupil participating in open enrollment is also 3 an eligible pupil under section 261E.6 , the receiving district 4 shall , in addition to the amount paid under paragraph “a” , pay 5 the tuition reimbursement amount to an eligible postsecondary 6 institution as provided in section 261E.7 . 7 Sec. 2. APPLICABILITY. This Act applies school budget years 8 beginning on or after July 1, 2019. 9 EXPLANATION 10 The inclusion of this explanation does not constitute agreement with 11 the explanation’s substance by the members of the general assembly. 12 Current Code section 282.18(7) provides that a pupil 13 participating in open enrollment shall be counted, for state 14 school foundation aid purposes, in the pupil’s district of 15 residence. The school district of residence then is required 16 to pay to the receiving district the sum of the state cost per 17 pupil for the previous school year plus either the teacher 18 leadership supplement state cost per pupil for the previous 19 fiscal year or the teacher leadership supplement foundation aid 20 for the previous fiscal year if both the district of residence 21 and the receiving district are receiving such supplements, 22 plus any moneys received for the pupil as a result of the 23 non-English speaking weighting and any eligible postsecondary 24 tuition reimbursement amounts under Code section 261E.7, if 25 applicable. 26 This bill adds the following amounts from the previous 27 fiscal year to the total sum required to be paid by the 28 school district of residence to the receiving district: (1) 29 the teacher salary supplement state cost per pupil; (2) the 30 professional development supplement state cost per pupil; (3) 31 the early intervention supplement state cost per pupil; (4) the 32 area education agency teacher salary supplement state cost per 33 pupil; (5) the area education agency professional development 34 supplement state cost per pupil; (6) the state media services 35 -2- LSB 5710YC (1) 87 md/jh 2/ 3
H.F. _____ cost per pupil; (7) the special education support services 1 state cost per pupil; and (8) the state educational services 2 cost per pupil. 3 By operation of law, the changes in the bill also apply 4 to the amount required to be paid by a resident district to 5 a charter school or innovation zone consortium under Code 6 chapter 256F when the pupil enrolls in such a school outside 7 the pupil’s district of residence. 8 The bill applies to school budget years beginning on or after 9 July 1, 2019. 10 -3- LSB 5710YC (1) 87 md/jh 3/ 3
