H.F. _____ Section 1. LAW ENFORCEMENT BODY CAMERA RECORDINGS —— 1 INTERIM WORKGROUP. 2 1. The Iowa public information board shall convene a 3 stakeholder workgroup to meet during the 2018 legislative 4 interim to examine issues and develop policy recommendations 5 relating to the use, storage, cost, retention, public 6 inspection, and confidentiality of law enforcement body camera 7 video and audio recordings. The workgroup shall request data 8 from workgroup member organizations and from state departments 9 and agencies, including but not limited to the department of 10 public safety, the Iowa public information board, the office 11 of ombudsman, the Iowa law enforcement academy, the judicial 12 branch, the state board of regents, and other appropriate 13 organizations. The workgroup shall comprehensively review 14 and analyze such information and data and submit findings and 15 recommendations including any recommendations for proposed 16 legislation. 17 2. The workgroup shall consist of eight voting members and 18 four ex officio, nonvoting legislative members. 19 3. The following eight members appointed by the following 20 organizations or governmental agencies shall serve as voting 21 members: 22 a. The Iowa public information board. 23 b. The Iowa freedom of information council. 24 c. The Iowa newspaper association. 25 d. The department of justice. 26 e. The Iowa peace officers association. 27 f. The Iowa police chiefs association. 28 g. The Iowa coalition against domestic violence. 29 h. The department of public safety. 30 4. Two members of the senate and two members of the house of 31 representatives shall serve as ex officio, nonvoting members 32 of the workgroup and shall be appointed by the majority and 33 minority leaders of the senate and the speaker and minority 34 leader of the house of representatives. 35 -1- LSB 5464YC (2) 87 jm/rh 1/ 3

The workgroup may meet up to two times during the 1 2018 legislative interim and shall submit findings and 2 recommendations including any recommendations for proposed 3 legislation in a report to the general assembly by November 1, 4 2018. 5 6. a. Notwithstanding section 7E.6, workgroup members 6 shall not receive reimbursement for actual expenses for 7 the performance of their official duties as members of the 8 workgroup, but may seek reimbursement for expenses from the 9 member’s organization. 10 b. Notwithstanding section 2.10, legislative members shall 11 not receive a per diem and shall not receive reimbursement 12 for necessary travel and actual expenses incurred in the 13 performance of their official duties while a member of the 14 workgroup. 15 c. The Iowa public information board is authorized to 16 allocate up to one thousand dollars from the operating budget 17 of the board to pay the costs of the workgroup. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill creates a law enforcement body camera recordings 22 interim workgroup. 23 The bill authorizes the Iowa public information board 24 to convene a stakeholder workgroup to meet during the 2018 25 legislative interim to examine issues and develop policy 26 recommendations relating to the use, storage, cost, retention, 27 public inspection, and confidentiality of law enforcement 28 body camera video and audio recordings. The bill instructs 29 the workgroup to comprehensively review and analyze such 30 information and submit findings and recommendations including 31 any proposed legislation. 32 The bill specifies that the workgroup shall consist of eight 33 voting members. H.F. _____ agencies: the Iowa public information board, the Iowa freedom 1 of information council, the Iowa newspaper association, the 2 department of justice, the Iowa peace officers association, 3 the Iowa police chiefs association, the Iowa coalition against 4 domestic violence, and the department of public safety. 5 The bill also specifies that the workgroup shall also 6 consist of four ex officio, nonvoting legislative members with 7 each member separately appointed by the majority and minority 8 leaders in each chamber. 9 The bill authorizes the workgroup to meet up to two times 10 during the 2018 legislative interim and to submit findings and 11 recommendations including any recommendations for proposed 12 legislation in a report to the general assembly by November 1, 13 2018. 14 The bill does not authorize any workgroup (legislative and 15 nonlegislative) member to receive reimbursement for actual or 16 travel expenses or to receive a per diem. 17 The bill authorizes the Iowa public information board to 18 allocate up to $1,000 from the operating budget of the board to 19 pay the administrative costs of the workgroup. 20 -3- LSB 5464YC (2) 87 jm/rh 3/ 3
