80.9A,
subsection
6,
Code
2018,
is

amended
by
adding
the
following
new
paragraph:

a
city
does
not
employ
permanent

officers
or
has
not
established
law
enforcement
duties
in

the
city
pursuant
to
a
chapter
28E
agreement.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
peace
officers
of
the
department
of

public
safety
exercising
the
general
powers
of
a
peace
officer
10
in
cities
without
a
permanent
police
force.

The
bill
permits
peace
officers
of
the
department
of
public
12
safety
to
exercise
the
general
powers
of
a
peace
officer
in
13
cities
that
do
not
employ
permanent
peace
officers
or
when
the
14
city
has
not
established
law
enforcement
duties
pursuant
to
15
a
Code
chapter
28E
agreement.
Currently,
a
peace
officer
of
16
the
department
of
public
safety
shall
not
exercise
the
general
17
powers
of
a
peace
officer
in
cities
except
as
provided
in
Code
18
section
80.9A(6).
