H.F. _____ Section 1. Section 235A.15, subsection 2, paragraph e, Code 1 2018, is amended by adding the following new subparagraph: 2 NEW SUBPARAGRAPH . (25) To a free clinic as defined in 3 section 135.24 for purposes of record checks of potential 4 volunteers and existing volunteers at the free clinic. 5 Sec. 2. Section 235B.6, subsection 2, paragraph e, Code 6 2018, is amended by adding the following new subparagraph: 7 NEW SUBPARAGRAPH . (19) To a free clinic as defined in 8 section 135.24 for purposes of record checks of potential 9 volunteers and existing volunteers at the free clinic. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill relates to access to certain child abuse and 14 dependent adult abuse information by free clinics. 15 Code section 235A.15, relating to access to child abuse 16 information in the central child abuse registry, is amended 17 to authorize free clinics to have access to report data and 18 disposition data for cases of founded child abuse for purposes 19 of potential and existing volunteer record checks. The bill 20 amends Code section 235B.6, relating to access to dependent 21 adult abuse information in the central dependent adult abuse 22 registry, to authorize free clinics to have access to dependent 23 adult abuse information, other than unfounded information, for 24 the same purpose. 25 Code section 135.24 defines a free clinic as a facility 26 other than a hospital or health care provider’s office which is 27 exempt from taxation under section 501(c)(3) of the Internal 28 Revenue Code and which has as its sole purpose the provision 29 of health care services without charge to individuals who are 30 otherwise unable to pay for the services. 31 -1- LSB 5500YC (3) 87 hb/rh 1/ 1
