Boy
Scouts
to
the
State
of
Iowa.

WHEREAS,
in
1908,
British
retired
General
Lord
6
Robert
Stephenson
Smyth
Baden-Powell
established
the
7
Boy
Scout
movement
in
Great
Britain;
and
8
WHEREAS,
the
Boy
Scouts
of
America
was
founded
9
in
Washington,
D.C.,
on
February
8,
1910,
by
Chicago
10
publisher
William
D.
Boyce
after
the
“Unknown
Scout”
11
aided
Mr.
Boyce
through
a
dense
London
fog
and
refused
12
a
tip
for
the
assistance;
and
13
WHEREAS,
legislation
establishing
the
federal
14
charter
of
the
Boy
Scouts
of
America
was
signed
into
15
law
by
President
Woodrow
Wilson
on
June
15,
1916;
and
16
WHEREAS,
the
Buffalo
Bill
Council
of
the
Boy
Scouts
17
of
America
and
the
Sac-Fox
Council
of
the
Boy
Scouts
of
18
America
merged
in
1967,
creating
the
Illowa
Council
of
19
the
Boy
Scouts
of
America,
headquartered
in
Davenport,
20
Iowa;
and
21
WHEREAS,
the
Illowa
Council
serves
Cedar,
Clinton,
22
Jackson,
Muscatine,
and
Scott
counties
in
Iowa
and
23
eight
counties
in
western
Illinois;
and
24
WHEREAS,
the
Illowa
Council
continues
to
prepare
25
young
people
to
make
ethical
and
moral
choices
by
26
teaching
them
the
values
of
the
Scout
Oath
and
Scout
27
Law;
and

WHEREAS,
the
Illowa
Council
has
over
6,000
1
registered
youth
members
that
it
serves
in
its
2
Scouting
programs
and
over
2,000
registered
adult

volunteers;
and

WHEREAS,
the
Illowa
Council
of
the
Boy
Scouts
of
5
America
operates
four
main
Scouting
programs:
Cub
6
Scouts,
a
traditional
Scouting
program
for
elementary
7
school
age
boys;
Boy
Scouts,
a
traditional
Scouting
8
program
for
middle
school
and
high
school
age
boys;
9
Venturing,
a
high-adventure
based
leadership
program
10
for
young
men
and
women
ages
13
through
20;
and
11
Exploring,
a
career-development
program
for
young
men
12
and
women
ages
14
through
20;
and
13
WHEREAS,
both
adult
and
youth
members
strive
to
14
fulfill
the
Scout
Motto
of
“Be
Prepared”
and
the
Scout
15
Slogan
of
“Do
a
Good
Turn
Daily”;
and
16
WHEREAS,
the
members
of
the
Illowa
Council
17
provide
more
than
8,000
hours
of
community
service
18
annually;
NOW
THEREFORE,

BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
That
20
the
House
of
Representatives
commemorates
the
fiftieth
21
anniversary
of
the
Illowa
Council
of
the
Boy
Scouts
of
22
America,
and
celebrates
the
achievements
of
the
Scouts,
23
Ventures,
Explorers,
Adult
Leaders
and
Advisors,
and
24
Professional
Scouters
in
the
Illowa
Council;
and
25
BE
IT
FURTHER
RESOLVED,
That
the
House
of
26
Representatives
encourages
the
Illowa
Council
of
the
27
Boy
Scouts
of
America
to
continue
promoting
community
28
service
and
leadership
development;
encourages
the
Boy
29
Scouts
to
continue
to
emphasize
character
building,

citizenship,
and
outdoor
stewardship;
and

applauds
the
Council
for
instilling
the
values
of
the

Scout
Oath
and
the
Scout
Law

IT
FURTHER
RESOLVED,
That
the
Chief
Clerk
of
the
4
House
of
Representatives
shall
send
sufficient
copies
5
of
this
Resolution
to
the
Illowa
Council
Scout
Service
6
Center
in
Davenport
to
be
distributed
to
the
Council
7
and
each
district
within
the
Council
to
share
with
the
8
registered
members
of
the
districts.
