A
Resolution
requesting
the
legislative
council
to

establish
an
interim
study
committee
to
study

renewable
energy
use
in
state
buildings
and

facilities.

WHEREAS,
Iowa
has
an
abundant
amount
of
wind,
solar,
5
biofuel,
and
other
renewable
energy
resources;
and
6
WHEREAS,
in
2016,
Iowa
ranked
second
among
the
7
states
in
net
electricity
generation
from
wind
8
and
third
in
net
electricity
generation
from
all
9
nonhydroelectric
renewable
energy
resources;
and
10
WHEREAS,
wind
generation
provided
36.6
percent
of
11
Iowa’s
total
electricity
generation
in
2016,
a
larger
12
share
than
in
any
other
state;
and
13
WHEREAS,
Iowa
is
a
leader
in
renewable
energy,
14
ranking
among
the
top
10
states
in
the
nation
when
it
15
comes
to
investing
in
renewable
energy,
according
to
a
16
recent
nationwide
report;
and
17
WHEREAS,
Iowa
law
encourages
the
deployment
of
18
renewable
energy
and
facilitates
the
implementation
of
19
energy
management
improvements,
including
by
allowing
20
the
use
of
renewable
energy,
in
state
buildings
and
21
facilities;
and
22
WHEREAS,
Iowa
should
capitalize
on
its
abundant
23
renewable
energy
resources
to
implement
the
use
of
24
renewable
energy
in
state
buildings
and
facilities,
25
saving
the
state
energy
costs
and
advancing
its
26

commitment
to
renewable
energy;
NOW
THEREFORE,
1
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
That
2
the
House
of
Representatives
requests
the
legislative
3
council
to
authorize
and
establish
an
interim
study
4
committee,
composed
of
members
of
the
Senate
and
the
5
House
of
Representatives,
to
commence
meeting
during
6
the
2018
Legislative
Interim.
The
purpose
of
the
7
interim
study
committee
is
to
develop
a
strategic
8
plan
regarding
the
feasibility,
timeline,
and
costs
9
of
implementing
or
expanding
renewable
energy
usage
10
in
state
buildings
and
facilities.
The
strategic
11
plan
shall
give
precedence
to
the
implementation
or
12
expansion
of
renewable
energy
usage
in
state
buildings
13
and
facilities
with
the
highest
annual
energy
usage,
14
as
identified
by
the
Department
of
Administrative
15
Services.
The
interim
study
committee
shall,
if
16
appropriate,
make
recommendations
to
the
General
17
Assembly
related
to
the
strategic
plan
before
January
18
1,
2019.
