Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:
4
Right
to
acquire,
keep,
possess,
transport,
carry,
transfer,
5
and
use
arms.
SEC.
1A.
The
right
of
the
people
to
keep
and
6
bear
arms
shall
not
be
infringed.
The
sovereign
state
of
Iowa
7
affirms
and
recognizes
the
fundamental
right
of
the
people
to
8
acquire,
keep,
possess,
transport,
carry,
transfer,
and
use
9
arms
for
all
legitimate
purposes.
Any
and
all
restrictions
of
10
this
right
shall
be
subject
to
strict
scrutiny.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
12
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
13
to
the
general
assembly
to
be
chosen
at
the
next
general
14
election
for
members
of
the
general
assembly
and
the
secretary
15
of
state
is
directed
to
cause
the
same
to
be
published
for
16
three
consecutive
months
previous
to
the
date
of
that
election
17
as
provided
by
law.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
22
Constitution
of
the
State
of
Iowa
providing
that
the
right
of
23
the
people
to
keep
and
bear
arms
shall
not
be
infringed.
The
24
sovereign
state
of
Iowa
affirms
and
recognizes
the
fundamental
25
right
of
the
people
to
acquire,
keep,
possess,
transport,
26
carry,
transfer,
and
use
arms
for
all
legitimate
purposes.
Any

and
all

of
this
right
shall
be
subject
to

The
joint
resolution,
if
adopted,
would
be
referred
to
the

next
general
assembly
for
adoption
a
second
time
before
being

submitted
to
the
electorate
for
ratification.
