H.F. 648 Section 1. Section 85.20, subsection 3, Code 2017, is 1 amended to read as follows: 2 3. For a student participating in a work-based learning 3 opportunity as provided in section 85.61 , against the student’s 4 school district of residence, receiving school district if 5 the student is participating in open enrollment under section 6 282.18 , accredited nonpublic school, or community college, and 7 the directors, officers, authorities, and employees of the 8 applicable school district corporation or school . 9 Sec. 2. Section 258.5, Code 2017, is amended to read as 10 follows: 11 258.5 Reimbursement from federal and state moneys. 12 1. At the end of the fiscal year, an An approved regional 13 career and technical education planning partnership is eligible 14 to receive , from federal and state funds , reimbursement for 15 expenditures made during the fiscal year for purposes allowed 16 under section 258.14, subsection 6 . If federal and state 17 funds are not sufficient to make the reimbursement to the 18 extent provided in this section , the director shall prorate 19 the respective amounts available to the regional career 20 and technical education planning partnerships entitled to 21 reimbursement. 22 2. Federal funds received as a reimbursement for allowable 23 expenditures shall be received pursuant to the multiyear state 24 plan adopted pursuant to section 258.3A, subsection 1. 25 2. 3. The director may use federal funds to reimburse 26 approved practitioner preparation schools, departments, or 27 classes for the training of teachers of agriculture, food, 28 and natural resources; arts, communications, and information 29 systems; applied sciences, technology, engineering, and 30 manufacturing; health sciences; human services; and business, 31 finance, marketing, and management. The director may also 32 use such funds to reimburse approved practitioner preparation 33 schools, departments, or classes for the training of guidance 34 counselors. 35 -1- LSB 2669HV (3) 87 kh/rj 1/ 3
H.F. 648 Sec. 3. Section 258.14, subsection 6, Code 2017, is amended 1 to read as follows: 2 6. A regional career and technical education partnership 3 may use funds received from state and federal sources on behalf 4 of school districts and community colleges participating in the 5 regional career and technical education planning partnership 6 to convene, lead, and staff the regional career and technical 7 education planning partnership , ; to offer regional career and 8 technical education professional development opportunities , ; to 9 coordinate and maintain a career guidance system pursuant to 10 section 279.61 , ; and to purchase career and technical education 11 equipment on behalf of school districts and community colleges 12 participating in the regional career and technical education 13 planning partnership ; and to purchase standard classroom 14 consumable supplies other than consumable supplies that will be 15 made into products to be sold or used personally by students, 16 teachers, and other persons . 17 Sec. 4. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 18 immediate importance, takes effect upon enactment. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill relates to career and technical education 23 opportunities and partnerships. 24 The bill restores a reference to school corporations 25 mistakenly changed under 2016 Iowa Acts, chapter 1108, and 26 includes a reference to an accredited nonpublic school, 27 relating to student participation in work-based learning 28 opportunities. 29 The bill authorizes an approved regional career and 30 technical education planning partnership to receive state funds 31 for purposes allowed under Code section 258.14(6). The bill 32 amends Code section 258.14(6) to authorize a partnership to 33 purchase career and technical education equipment and standard 34 classroom consumable supplies other than consumable supplies 35 -2- LSB 2669HV (3) 87 kh/rj 2/ 3
