H.F. 633 Section 1. Section 257.11, subsection 5, unnumbered 1 paragraph 1, Code 2017, is amended to read as follows: 2 Shared operational functions —— increased student 3 opportunities —— budget years beginning in 2014 through 2019 . 4 Sec. 2. Section 257.11, subsection 5, paragraphs c and d, 5 Code 2017, are amended to read as follows: 6 c. Supplementary weighting pursuant to this subsection 7 shall be available to a school district for a maximum of 8 five years during the period commencing with the budget year 9 beginning July 1, 2014, through the budget year beginning 10 July 1, 2019 and succeeding budget years . The maximum amount 11 of additional weighting for which a school district shall be 12 eligible in a budget year is twenty-one additional pupils. 13 Criteria for determining the qualification of operational 14 functions for supplementary weighting shall be determined by 15 the department by rule, through consideration of increased 16 student opportunities. 17 d. Supplementary weighting pursuant to this subsection 18 shall be available to an area education agency for a maximum of 19 five years during the period commencing with the budget year 20 beginning July 1, 2014, through the budget year beginning July 21 1, 2019 and succeeding budget years . The minimum amount of 22 additional funding for which an area education agency shall 23 be eligible in a budget year is thirty thousand dollars, and 24 the maximum amount of additional funding for which an area 25 education agency shall be eligible is two hundred thousand 26 dollars. The department of management shall annually set 27 a weighting for each area education agency to generate the 28 approved operational sharing expense using the area education 29 agency’s special education cost per pupil amount and foundation 30 level. Criteria for determining the qualification of 31 operational functions for supplementary weighting shall be 32 determined by the department by rule, through consideration of 33 increased student opportunities. 34 Sec. 3. H.F. 633 2017, is amended by striking the paragraph. 1 EXPLANATION 2 The inclusion of this explanation does not constitute agreement with 3 the explanation’s substance by the members of the general assembly. 4 Code section 257.11(5) provides supplementary weighting 5 for school districts and area education agencies that share 6 operational functions. A district that shares with a political 7 subdivision one or more operational functions of a curriculum 8 director or school counselor, or one or more operational 9 functions in the areas of superintendent management, business 10 management, human resources, transportation, or operation and 11 maintenance for at least 20 percent of the school year is 12 assigned a supplementary weighting for each shared operational 13 function. Supplementary weighting under this provision is 14 available for a maximum of five school budget years beginning 15 July 1, 2014, through the budget year beginning July 1, 2019. 16 This bill strikes the provisions limiting the number of 17 years for which the supplemental weighting may be claimed 18 and the provisions establishing the period of school budget 19 years during which the supplementary weighting may be claimed, 20 including the future repeal of such provisions. 21 -2- LSB 1572HZ (1) 87 md/sc 2/ 2
