Notwithstanding

8.33,
moneys
appropriated
in

subsection
that
remain
unencumbered
or
unobligated
at
the

close
of
the
fiscal
year
shall
not
revert
but
shall
remain

available
to
be
used
to
support
the
purpose
designated
in

paragraph
“a”
until
the
close
of
the
succeeding
fiscal
year.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of

immediate
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
the
use
of
an
appropriation
of
$10,000

to
support
the
2017
national
junior
angus
show
from
moneys

available
to
the
department
of
agriculture
and
land
stewardship

from
unclaimed
winnings
generated
at
pari-mutuel
racetracks

during
fiscal
year
2016-2017
