H.F. 585 Section 1. Section 1B.3, Code 2017, is amended to read as 1 follows: 2 1B.3 Flags on public buildings. 3 1. It shall be the duty of any board of public officers 4 charged with providing supplies for a public building in the 5 state to provide a suitable state flag and it shall be the duty 6 of the custodian of that public building to raise the flags of 7 the United States of America and the state of Iowa, upon each 8 secular day when weather conditions are favorable. 9 2. The custodian of a public building shall be authorized 10 to raise the national league of POW/MIA families’ flag on a 11 flag pole on the third Saturday in May, Memorial Day, June 12 14, Independence Day, Veterans Day, and the day designated by 13 proclamation of the president of the United States as national 14 POW/MIA recognition day. If the custodian of a public building 15 raises the national league of POW/MIA families’ flag on a flag 16 pole, the prisoner of war/missing in action flag shall be no 17 larger than the flag of the United States of America and shall 18 be flown second in order of precedence directly underneath, or 19 adjacent to, the flag of the United States of America. 20 EXPLANATION 21 The inclusion of this explanation does not constitute agreement with 22 the explanation’s substance by the members of the general assembly. 23 This bill provides that a custodian of a public building may 24 raise the POW/MIA flag on the third Saturday in May, Memorial 25 Day, June 14, Independence Day, Veterans Day, and the day 26 designated by presidential proclamation as national POW/MIA 27 recognition day. 28 The bill further provides that if the POW/MIA flag is flown 29 on a flag pole of a public building, it shall be no larger than 30 and flown, second in order of precedence, directly underneath, 31 or adjacent to, the flag of the United States of America. 32 -1- LSB 2130HV (2) 87 ec/sc 1/ 1
