H.F. 546 DIVISION I 1 MENTAL HEALTH, DISABILITY, AND SUBSTANCE USE DISORDER SERVICES 2 —— WORKGROUPS 3 Section 1. WORKGROUP —— MENTAL HEALTH, DISABILITY, AND 4 SUBSTANCE USE DISORDER SERVICES. The department of human 5 services shall convene a stakeholder workgroup to make 6 recommendations relating to the delivery of, access to, and 7 coordination and continuity of mental health, disability, 8 and substance use disorder services for individuals with 9 complex mental health, disability, and substance use disorder 10 needs. The workgroup shall be comprised of representatives 11 from community mental health centers, crisis response service 12 providers, law enforcement agencies, the national alliance on 13 mental illness, the Iowa hospital association, the judicial 14 system, managed care organizations, mental health and 15 disability services regions, and other entities as appropriate. 16 The workgroup shall submit a report with recommendations to the 17 governor and general assembly by December 1, 2017. 18 Sec. 2. REGIONAL WORKGROUP —— MENTAL HEALTH AND DISABILITY 19 REGIONAL SERVICES. 20 1. The regional administrators of each mental health and 21 disability services region shall collaborate to designate 22 an entity to convene a stakeholder workgroup to meet on a 23 regular basis, beginning July 1, 2017, to create collaborative 24 policies and processes relating to the delivery of, access 25 to, and continuity of services for individuals with complex 26 mental health, disability, and substance use disorder needs. 27 Each region shall provide an assessment of such individuals 28 with complex needs within each region in order to determine 29 which additional core services are necessary in each region to 30 meet the needs of such individuals, as resources allow. Each 31 region shall review resources currently available and options 32 for combining funds across the regions and shall consider 33 providing additional core services in their own region or 34 partnering with one or more other regions to provide additional 35 -1- LSB 2630HV (3) 87 hb/rh/sc 1/ 4
H.F. 546 core services to serve such individuals. The workgroup shall 1 be comprised of representatives from hospitals, emergency 2 departments, psychiatric units, the judicial system, law 3 enforcement agencies, managed care organizations, mental health 4 providers, crisis service providers, substance abuse providers, 5 the national alliance on mental illness, and other entities as 6 appropriate. 7 2. Each mental health and disability services region 8 shall submit a community service plan to the department of 9 human services by October 2, 2017. The plan shall include 10 planning and implementation time frames and assessment tools 11 for determining the effectiveness of the plan in achieving the 12 department’s identified outcomes for success in the delivery 13 of, access to, and coordination and continuity of services 14 for individuals with complex mental health, disability, and 15 substance use disorder needs. 16 3. The department shall submit a report to the governor 17 and general assembly by December 1, 2018, providing a summary 18 of services implemented by each mental health and disability 19 services region and an assessment of each region in achieving 20 the department’s identified outcomes for success. 21 DIVISION II 22 BED TRACKING SYSTEM 23 Sec. 3. DEPARTMENT OF HUMAN SERVICES PSYCHIATRIC BED 24 TRACKING SYSTEM. The department of human services shall amend 25 its administrative rules pursuant to chapter 17A to require 26 the state mental health institutes and hospitals licensed 27 to provide inpatient psychiatric treatment and services to 28 participate in the psychiatric bed tracking system and to 29 ensure updates are made, at a minimum, two times per day to 30 the psychiatric bed tracking system. Updates shall include 31 information on the availability of inpatient child, adult, 32 and geriatric psychiatric beds staffed and available and 33 information on the gender that can be accepted for each 34 available bed. 35 -2- LSB 2630HV (3) 87 hb/rh/sc 2/ 4
H.F. 546 EXPLANATION 1 The inclusion of this explanation does not constitute agreement with 2 the explanation’s substance by the members of the general assembly. 3 Division I of the bill requires the department of 4 human services to convene a stakeholder workgroup to make 5 recommendations relating to the delivery of, access to, and 6 coordination and continuity of mental health and disability 7 services for individuals with complex mental health, 8 disability, and substance use disorder needs based upon 9 recommendations proposed by the department. The workgroup 10 shall be comprised of representatives from community mental 11 health centers, crisis response service providers, law 12 enforcement agencies, the national alliance on mental illness, 13 the Iowa hospital association, the judicial system, managed 14 care organizations, mental health and disability services 15 regions, and other entities as appropriate. The bill directs 16 the workgroup to submit a report with recommendations to the 17 governor and general assembly by December 1, 2017. 18 Division I also directs the regional administrators of each 19 mental health and disability services region to collaborate 20 to designate an entity to convene a stakeholder workgroup to 21 meet on a regular basis, beginning July 1, 2017, to create 22 collaborative policies and processes relating to the delivery 23 of, access to, and continuity of services for individuals 24 with complex mental health, disability, and substance use 25 disorder needs.
