1.
NEW
SECTION
.
279.70
School
district
building
1
security
plans.
2
The
board
of
directors
of
a
school
district
shall
establish
3
a
security
plan
for
individual
school
buildings
in
the
school
4
district
in
which
students
are
educated
no
later
than
December
5
31,
2018.
The
board
shall
consider
the
recommendations
of
6
the
school
security
task
force
and
shall
consult
with
local
7
law
enforcement
agencies
and
the
local
emergency
management
8
coordinator
in
the
development
of
the
plan.
The
board
9
shall
update
the
plan
at
least
every
four
years.
The
board
10
shall
make
the
plan
available
to
all
employees
of
the
school
11
district.
The
board
shall
notify
all
students
and
parents
12
or
guardians
of
students
that
such
a
plan
is
in
place
at
13
least
once
per
school
year.
The
notification
shall
include
14
information
about
the
plan
but
shall
not
include
information
15
described
in
section
22.7,
subsection
50.

SECURITY
TASK
FORCE
AND
REPORT.

1.
The
department
of
education
shall
establish
a
school
18
security
task
force.
The
task
force
shall
consist
of
members
19
including
but
not
limited
to
the
following:
20
a.
One
member
who
is
a
representative
of
the
department
of
21
education.
22
b.
One
member
who
is
a
representative
of
the
department
of
23
public
safety.
24
c.
One
member
who
is
a
representative
of
the
department
of
25
homeland
security
and
emergency
management.
26
d.
One
member
who
is
a
representative
of
a
local
law
27
enforcement
agency.
28
e.
One
member
who
is
a
representative
of
local
emergency
29
management
coordinators.

f.
One
member
who
is
a
representative
of
the
Iowa
31
association
of
school
boards.

g.
One
member
who
is
a
representative
of
the
school
33
administrators
of
Iowa.

which
can
be

a
range
of
costs
to
school
districts,
including

but
not
limited
to
security
measures
that
can
be
implemented

at
no
cost
to
school
districts.

b.
Means
for
including
such
security
measures
in
the
15
construction
of
new
school
buildings.

c.
Identification
of
existing
and
potential
funding
sources
17
for
the
implementation
of
such
security
measures.

4.
The
task
force
shall
issue
a
report
regarding
its
19
findings
and
recommendations
to
the
governor
and
the
general
20
assembly
no
later
than
December
31,
2017.
The
department
of
21
education
shall
publish
the
report
on
its
internet
site
and
22
distribute
the
report
electronically
to
all
school
districts
23
in
this
state.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
board
of
directors
of
a
school
28
district
to
establish
a
security
plan
for
individual
school
29
buildings
in
the
school
district
in
which
students
are
educated
30
no
later
than
December
31,
2018.
The
bill
requires
the
31
board
to
consider
the
recommendations
of
the
school
security
32
task
force
established
by
the
bill
and
consult
with
local
33
law
enforcement
agencies
and
the
local
emergency
management
34
coordinator
in
the
development
of
the
plan.
The
bill
requires

force
