Section
1.
Section
282.18,
subsection
7,
Code
2017,
is

amended
to
read
as
follows:

7.
a.
A
pupil
participating
in
open
enrollment
shall
be

counted,
for
state
school
foundation
aid
purposes,
in
the
4
pupil’s
district
of
residence.
A
pupil’s
residence,
for
5
purposes
of
this
section
,
means
a
residence
under
section
6
282.1
.
The
board
of
directors
of
the
district
of
residence
7
shall
pay
to
the
receiving
district
the
sum
of
the
state
cost
8
per
pupil
for
the
previous
school
year
plus
either
the
teacher
9
leadership
supplement
state
cost
per
pupil
for
the
previous
10
fiscal
year
as
provided
in
section
257.9
or
the
teacher
11
leadership
supplement
foundation
aid
for
the
previous
fiscal
12
year
as
provided
in
section
284.13,
subsection
1
,
paragraph
“e”
,

if
both
the
district
of
residence
and
the
receiving
district

are
receiving
such
supplements,
plus
any
moneys
received
for
15
the
pupil
as
a
result
of
the
non-English
speaking
limited

English
proficient
weighting
under
section
280.4,
subsection

,
for
the
previous
school
year
multiplied
by
the
state
cost

per
pupil
for
the
previous
year.
If
the
pupil
participating
in
19
open
enrollment
is
also
an
eligible
pupil
under
section
261E.6
,

the
receiving
district
shall
pay
the
tuition
reimbursement
21
amount
to
an
eligible
postsecondary
institution
as
provided
in
22
section
261E.7
.

b.
For
school
years
beginning
on
or
after
July
1,
2018,
24
for
each
pupil
participating
in
open
enrollment,
the
board
of
25
directors
of
the
district
of
residence
shall
also
pay
to
the
26
receiving
district
from
the
total
amount
received
under
section
27
423F.2
an
amount
equal
to
the
per
pupil
amount
distributed
to
28
the
district
of
residence
from
the
secure
an
advanced
vision
29
for
education
fund
under
section
423F.2,
subsection
3,
for
30
the
previous
school
year.
Moneys
received
by
the
receiving
31
district
under
this
paragraph
shall
be
used
solely
for
the

purposes
authorized
under
chapter
423F.

Current
Code
section
282.18
provides
that
as
a
condition
2
of
open
enrollment
the
board
of
directors
of
the
district
of
3
residence
shall
pay
to
the
receiving
district
the
state
cost
4
per
pupil
for
the
previous
school
year
plus
either
the
teacher
5
leadership
supplement
state
cost
per
pupil
for
the
previous
6
fiscal
year
or
the
teacher
leadership
foundation
aid
for
the
7
previous
fiscal
year,
if
both
the
district
of
residence
and
8
receiving
district
are
receiving
such
payments,
plus
moneys
9
received
for
the
pupil
as
a
result
of
the
limited
English
10
proficient
supplementary
weighting
for
the
previous
school
11
year.

This
bill
provides
that
for
school
years
beginning
on
13
or
after
July
1,
2018,
for
each
pupil
participating
in
14
open
enrollment,
the
board
of
directors
of
the
district
of
15
residence
shall
also
pay
to
the
receiving
district
from
the
16
total
amount
received
from
the
secure
an
advanced
vision
17
for
education
(SAVE)
fund
an
amount
equal
to
the
per
pupil
18
amount
distributed
to
the
district
of
residence
from
the
SAVE
19
fund
for
the
previous
school
year.
Moneys
received
by
the
20
receiving
district
under
the
bill
must
be
used
solely
for
the
21
purposes
authorized
under
Code
chapter
423F
(statewide
school
22
infrastructure
funding).
