The bill 21 provides that if the statute establishing the state percent 22 of growth for a budget year is not enacted within 30 days of 23 the submission in the year preceding the base year of the 24 governor’s budget under Code section 8.21, the state percent of 25 growth for that budget year is 4 percent. The bill establishes 26 a similar requirement for the failure to enact the statute 27 establishing the categorical state percent of growth for a 28 budget year. 29 The bill takes effect upon enactment and applies to school 30 budget years beginning on or after July 1, 2018. 31 -2- LSB 1775HH (2) 87 md/jh/sc 2/ 2
