1.
Section
257.8,
subsections
1
and
2,
Code
2017,

are
amended
to
read
as
follows:

percent
of
growth.
The
state
percent
of
growth

for
the
budget
year
beginning
July
1,
2014,
is
four
percent.

The
state
percent
of
growth
for
the
budget
year
beginning
July

1,
2015,
is
one
and
twenty-five
hundredths
percent.
The
state

percent
of
growth
for
the
budget
year
beginning
July
1,
2016,
7
is
two
and
twenty-five
hundredths
percent.
The
state
percent
8
of
growth
for
each
subsequent
budget
year
shall
be
established
9
by
statute
which
shall
be
enacted
within
thirty
days
of
10
the
submission
in
the
year
preceding
the
base
year
of
the
11
governor’s
budget
under
section
8.21
.
However,
if
the
statute

establishing
the
state
percent
of
growth
for
a
budget
year
is
13
not
enacted
within
thirty
days
of
the
submission
in
the
year

preceding
the
base
year
of
the
governor’s
budget
under
section

8.21,
the
state
percent
of
growth
for
that
budget
year
is
four

percent.
The
establishment
of
the
state
percent
of
growth
for

a
budget
year
shall
be
the
only
subject
matter
of
the
bill

which
enacts
the
state
percent
of
growth
for
a
budget
year.

Categorical
state
percent
of
growth.
The
categorical

state
percent
of
growth
for
the
budget
year
beginning
July
21
1,
2014,
is
four
percent.
The
categorical
state
percent
of

growth
for
the
budget
year
beginning
July
1,
2015,
is
one
and
23
twenty-five
hundredths
percent.
The
categorical
state
percent
24
of
growth
for
the
budget
year
beginning
July
1,
2016,
is
two
25
and
twenty-five
hundredths
percent.
The
categorical
state
26
percent
of
growth
for
each
budget
year
shall
be
established
27
by
statute
which
shall
be
enacted
within
thirty
days
of
28
the
submission
in
the
year
preceding
the
base
year
of
the
29
governor’s
budget
under
section
8.21
.
However,
if
the
statute

The

state
percent
of
growth
may
include
state
percents

of
growth
for
the
teacher
salary
supplement,
the
professional

development
supplement,
the
early
intervention
supplement,
and

the
teacher
leadership
supplement.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
8
immediate
importance,
takes
effect
upon
enactment.
9
Sec.
3.
APPLICABILITY.
This
Act
applies
to
school
budget
10
years
beginning
on
or
after
July
1,
2018.

EXPLANATION
12
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
13
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
modifies
the
requirements
for
enacting
the
state
15
percent
of
growth
and
the
categorical
state
percent
of
growth
16
under
Code
section
257.8.
17
Current
law
requires
the
state
percent
of
growth
and
the
18
categorical
state
percent
of
growth
to
be
established
by
19
statute
within
30
days
of
the
submission
of
the
governor’s
20
budget
in
the
year
preceding
the
base
year.
The
bill
21
provides
that
if
the
statute
establishing
the
state
percent
22
of
growth
for
a
budget
year
is
not
enacted
within
30
days
of
23
the
submission
in
the
year
preceding
the
base
year
of
the
24
governor’s
budget
under
Code
section
8.21,
the
state
percent
of
25
growth
for
that
budget
year
is
4
percent.
The
bill
establishes
26
a
similar
requirement
for
the
failure
to
enact
the
statute
27
establishing
the
categorical
state
percent
of
growth
for
a
28
budget
year.
29
The
bill
takes
effect
upon
enactment
and
applies
to
school
30
budget
years
beginning
on
or
after
July
1,
2018.
