H.F. 435 Section 1. NEW SECTION . 260C.33 Graduate outcomes report —— 1 salary and job placement disclosure. 2 1. As used in this section, unless the context otherwise 3 requires: 4 a. “Graduates available for employment” means the number 5 of graduates minus the number of graduates unavailable for 6 employment. 7 b. “Graduates employed in the field” means graduates who 8 are gainfully employed in a single position for which the 9 institution represents the program prepares its graduates, 10 beginning within six months after a student completes the 11 applicable degree or certificate program. For occupations for 12 which the state requires passing an examination, the period of 13 employment shall begin within six months of the announcement 14 of the examination results for the first examination available 15 after a student completes an applicable educational program. 16 c. “Graduates unavailable for employment” means graduates 17 who, after graduation, die, become incarcerated, are called to 18 active military duty, are international students who leave the 19 United States or do not have a visa allowing employment in the 20 United States, or are enrolled at an accredited postsecondary 21 institution. 22 2. Each community college shall annually compile and make 23 electronically accessible to each enrolled student a graduate 24 outcomes report that includes data on the employment of and 25 salaries earned by graduates of each degree or certificate 26 program the community college offered during the prior school 27 year. 28 3. The graduate outcomes report shall include, at a minimum, 29 the following: 30 a. The job placement rate, calculated by dividing the 31 number of graduates employed in the field by the number of 32 graduates available for employment for each program that is 33 either designed or advertised to lead to a particular career or 34 which is advertised or promoted with any claim regarding job 35 -1- LSB 1245YH (2) 87 kh/jh/rj 1/ 4

Salary and wage information, consisting of the total 2 number of graduates employed in the field and the annual wages 3 or salaries of those graduates stated in increments of five 4 thousand dollars. 5 4. Each community college shall maintain each year’s 6 graduate outcomes report and make it electronically accessible 7 to the public for not less than five years from the date of the 8 publication of the rates and information. 9 Sec. 2. Section 261.2, subsection 10, Code 2017, is amended 10 by adding the following new paragraph: 11 NEW PARAGRAPH . c. The institutions make electronically 12 accessible to each enrolled student a graduate outcomes report, 13 which shall include data on the employment of and salaries 14 earned by graduates of each degree and certificate program 15 the institution offered during the prior school year, and 16 shall be compiled annually in the same manner as prescribed 17 for community colleges in section 260C.33. The institutions 18 shall retain each year’s graduate outcomes report and make the 19 report electronically accessible to the public for not less 20 than five years from the date of the publication of the rates 21 and information. 22 Sec. 3. Section 262.9, Code 2017, is amended by adding the 23 following new subsection: 24 NEW SUBSECTION . 39. Require each institution of higher 25 education to compile and make electronically accessible to each 26 enrolled student a graduate outcomes report. The graduate 27 outcomes report shall include data on the employment of and 28 salaries earned by graduates of each degree and certificate 29 program the institution offered during the prior school year, 30 and shall be annually compiled in the same manner as prescribed 31 for community colleges in section 260C.33. Each institution 32 shall retain each year’s graduate outcomes report and make the 33 report electronically accessible to the public for not less 34 than five years from the date of the publication of the rates 35 -2- LSB 1245YH (2) 87 kh/jh/rj 2/ 4
H.F. 435 and information. 1 Sec. 4. APPLICABILITY. The provisions of this Act relating 2 to electronic accessibility by students to graduate outcomes 3 reports is applicable for school years beginning on or after 4 July 1, 2018. 5 EXPLANATION 6 The inclusion of this explanation does not constitute agreement with 7 the explanation’s substance by the members of the general assembly. 8 This bill requires each community college, accredited 9 private institution, and regents university to annually 10 compile and make electronically accessible to each enrolled 11 student a graduate outcomes report that includes data on the 12 employment of and salaries earned by graduates of each degree 13 or certificate program the public or private postsecondary 14 educational institution offered during the prior school year. 15 The graduate outcomes report must include, at a minimum, the 16 job placement rate and salary and wage information consisting 17 of the total number of graduates employed in the field and 18 the annual wages or salaries of those graduates stated in 19 increments of $5,000. 20 Under the bill, “graduates available for employment” is 21 the number of graduates minus the number of graduates who are 22 unavailable for employment due to death, incarceration, active 23 military duty, departure from the United States, or enrollment 24 at an accredited postsecondary institution. “Graduates 25 employed in the field” are graduates who are gainfully employed 26 in a single position for which the institution represents the 27 program prepares its graduates, beginning within six months 28 after a student completes the applicable degree or certificate 29 program. For occupations for which the state requires passing 30 an examination, the period of employment shall begin within 31 six months of the announcement of the examination results for 32 the first examination available after a student completes an 33 applicable educational program. 34 Each report must be retained by the institution and 35 -3- LSB 1245YH (2) 87 kh/jh/rj 3/ 4
