H.F. 427 Section 1. AMBULANCE SERVICE PROVIDERS —— MEDICAID 1 REIMBURSEMENT. The department of human services shall adopt 2 administrative rules to provide a reimbursement methodology 3 for ambulance service providers enrolled in the Medicaid 4 program, under both fee-for-service and managed care plans, 5 that utilizes the Medicare ambulance reimbursement methodology 6 for ground transportation, including reimbursement for mileage 7 at the same rate as under the Medicare program or a comparable 8 private insurance rate, and that considers the rural or urban 9 nature of the transport. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill directs the department of human services to adopt 14 rules to provide a reimbursement methodology for ambulance 15 service providers enrolled in the Medicaid program, under 16 both fee-for-service and managed care plans, that utilizes 17 the Medicare ambulance reimbursement methodology for ground 18 transportation, including reimbursement for mileage at the same 19 rate as under the Medicare program or a comparable private 20 insurance rate, and that considers the rural or urban nature 21 of the transport. 22 -1- LSB 2491YH (3) 87 pf/nh 1/ 1
