H.F. 381 Section 1. Section 257.41, subsection 2, Code 2017, is 1 amended by adding the following new paragraphs: 2 NEW PARAGRAPH . d. Salary and benefits for not more than 3 one school employee who is an additional full-time assistant 4 principal at the attendance center if paid from the modified 5 supplemental amount established under subsection 1 and if the 6 salary and benefits for each other assistant principal are paid 7 from the school district’s general fund. 8 NEW PARAGRAPH . e. Salary and benefits for not more than 9 one school employee who is an additional full-time guidance 10 counselor at the attendance center if paid from the modified 11 supplemental amount established under subsection 1 and if the 12 salary and benefits for each other guidance counselor are paid 13 from the school district’s general fund. 14 NEW PARAGRAPH . f. Salary and benefits for not more than one 15 school employee who is an additional full-time school nurse at 16 the attendance center if paid from the modified supplemental 17 amount established under subsection 1 and if the salary and 18 benefits for each other school nurse are paid from the school 19 district’s general fund. 20 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 21 immediate importance, takes effect upon enactment. 22 Sec. 3. APPLICABILITY. This Act applies to school budget 23 years beginning on or after July 1, 2017. 24 EXPLANATION 25 The inclusion of this explanation does not constitute agreement with 26 the explanation’s substance by the members of the general assembly. 27 Current law authorizes the board of directors of a school 28 district to request a modified supplemental amount for costs 29 in excess of the funding received under at-risk supplementary 30 weighting for approved programs for at-risk students, secondary 31 students who attend alternative programs and alternative 32 schools, or returning dropouts and dropout prevention. 33 Requests for such modified supplemental amounts must be 34 approved by the department of education. 35 -1- LSB 2300YH (5) 87 md/jh/rj 1/ 2
H.F. 381 This bill authorizes school districts to use modified 1 supplemental amounts to pay for the salary and benefits of 2 not more than one employee who is an additional full-time 3 assistant principal at the attendance center, not more than one 4 employee who is an additional full-time guidance counselor at 5 the attendance center, and not more than one employee who is 6 an additional full-time school nurse at the attendance center. 7 The salary and benefits of the existing employees in those 8 positions must be paid out of the school district’s general 9 fund. 10 The bill takes effect upon enactment and applies to school 11 budget years beginning on or after July 1, 2017. 12 -2- LSB 2300YH (5) 87 md/jh/rj 2/ 2
