1.
NEW
SECTION
.
279.70
School
district
building
1
security
plans.
2
The
board
of
directors
of
a
school
district
shall
establish
3
a
security
plan
for
individual
school
buildings
in
the
school
4
district
in
which
students
are
educated
no
later
than
June
5
30,
2018.
The
board
shall
consider
the
recommendations
of
6
the
school
security
task
force
and
shall
consult
with
local
7
law
enforcement
agencies
and
the
local
emergency
management
8
coordinator
in
the
development
of
the
plan.
The
board
shall
9
ensure
that
the
plan
is
distributed
to
the
parents
or
guardians
10
of
all
students
enrolled
in
the
school
district
at
least
once
11
per
school
year.
Such
distribution
may
be
electronic.
The
12
board
shall
ensure
that
the
plan
is
shared
with
students
13
enrolled
in
the
school
district
at
a
school
assembly
at
least
14
once
per
school
year.

SCHOOL
SECURITY
TASK
FORCE
AND
REPORT.

1.
The
department
of
education
shall
establish
a
school
17
security
task
force.
The
task
force
shall
consist
of
the
18
following
members:
19
a.
One
member
who
is
a
representative
of
the
department
of
20
education.
21
b.
One
member
who
is
a
representative
of
the
department
of
22
public
safety.
23
c.
One
member
who
is
a
representative
of
the
department
of
24
homeland
security
and
emergency
management.
25
d.
One
member
who
is
a
representative
of
a
local
law
26
enforcement
agency.
27
e.
One
member
who
is
a
representative
of
local
emergency
28
management
coordinators.

f.
One
member
who
is
a
representative
of
the
Iowa
30
association
of
school
boards.

g.
One
member
who
is
a
representative
of
the
school
32
administrators
of
Iowa.

h.
One
member
who
is
a
representative
of
the
Iowa
state

The
department
of
education
shall
provide
staffing

services
for
the
task
force.

The
task
force
shall
gather
information
and
make

recommendations
regarding
all
of
the
following:

a.
Security
measures
for
school
buildings
which
can
be

implemented
at
a
range
of
costs
to
school
districts,
including
9
but
not
limited
to
security
measures
that
can
be
implemented
10
at
no
cost
to
school
districts.

b.
Means
for
including
such
security
measures
in
the
12
construction
of
new
school
buildings.
13
c.
Identification
of
existing
and
potential
funding
sources
14
for
the
implementation
of
such
security
measures.

4.
The
task
force
shall
issue
a
report
regarding
its
16
findings
and
recommendations
to
the
governor
and
the
general
17
assembly
no
later
than
December
31,
2017.
The
department
of
18
education
shall
publish
the
report
on
its
internet
site
and
19
distribute
the
report
electronically
to
all
school
districts
20
in
this
state.

EXPLANATION
22
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
board
of
directors
of
a
school
25
district
to
establish
a
security
plan
for
individual
school
26
buildings
in
the
school
district
in
which
students
are
educated
27
no
later
than
June
30,
2018.
The
bill
requires
the
board
to
28
consider
the
recommendations
of
the
school
security
task
force
29
established
by
the
bill
and
consult
with
local
law
enforcement
30
agencies
and
the
local
emergency
management
coordinator
in
the
31
development
of
the
plan.
The
bill
requires
the
board
to
ensure

that
the
plan
is
distributed
to
the
parents
or

the
