a

(sinkhole,

abandoned

unplugged

or
a

and
a
high-quality
water

stockpile

cannot

located

person

consecutive
days

barrier

person

manure
in
the

manner
as
required
in

Code
chapter
459,
including
on
snow-covered
ground
or

in

a

bill

quality
regulations

operations

CIVIL
PENALTIES.

to
a
range

administratively
assessed

civil
penalties
based
on
a
number
of
criteria
established

penalty
cannot

person

quality
