H.F. 325 Section 1. Section 321.178, subsection 1, Code 2017, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . f. For students with a physical or mental 3 disability, laboratory instruction consisting of street 4 or highway driving shall be limited to a maximum of thirty 5 minutes per student per session and a maximum of sixty minutes 6 per student per week, unless additional time is necessary 7 to make up instruction time missed due to a course absence 8 or cancellation. If at least one student participating in 9 laboratory instruction consisting of street or highway driving 10 has a physical or mental disability, no more than two students 11 shall be scheduled for the laboratory instruction to ensure 12 that appropriate observation time is experienced and to limit 13 driver distraction from passengers. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill requires, for students with a physical or mental 18 disability, the component of driver education courses involving 19 laboratory instruction consisting of street or highway driving 20 to be limited to a maximum of 30 minutes per student per 21 session and a maximum of 60 minutes per student per week, 22 unless additional time is necessary to make up instruction 23 time missed due to a course absence or cancellation.
