amended
to
read

1.
a.
The
department
of
public
health
shall
enter
into
5
a
memorandum
of
understanding
to
utilize
the
Iowa
hospital
6
association
to
act
as
the
department’s
intermediary
in
7
collecting,
maintaining,
and
disseminating
hospital
inpatient,
8
outpatient,
and
ambulatory
information
data
,
as
initially
9
authorized
in
1996
Iowa
Acts,
ch.
1212,
§5,
subsection
1,
10
paragraph
“a”
,
subparagraph
(4),
and
641
IAC
177.3.
11
2.
b.
The
memorandum
of
understanding
shall
include
but
12
is
not
limited
to
provisions
that
address
the
duties
of
the
13
department
and
the
Iowa
hospital
association
regarding
the
14
collection,
reporting,
disclosure,
storage,
and
confidentiality
15
of
the
data.

2.
Unless
otherwise
authorized
or
required
by
state
17
or
federal
law,
data
collected
under
this
section
shall
18
not
include
personally
identifiable
information
about
the
19
individual
subject
of
the
data,
including
but
not
limited
to
20
the
individual’s
name,
date
of
birth,
and
social
security
21
number.
For
the
purposes
of
this
subsection,
“personally
22
identifiable
information”
means
any
item,
collection,
or
23
grouping
of
data
which
allows
the
individual
subject
of
the
24
data
to
be
identified.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
health
data
collected
and
used
by
the
29
department
of
public
health.
30
The
bill
amends
Code
section
135.166
to
provide
that
unless
31
otherwise
authorized
by
state
or
federal
law,
data
collected
32
under
Code
section
135.166
shall
not
include
personally
33
identifiable
information
about
the
individual
subject
of
the
34
data,
including
but
not
limited
to
the
individual’s
name,

The
bill
defines

“personally
identifiable
information”
as
any

collection,
