Section
1.
NURSE
AIDE
TRAINING
AND
TESTING
PROGRAMS.

1.
Pursuant
to
chapter
249A,
the
department
of
human
2
services
shall
adopt
rules
pursuant
to
chapter
17A
to
provide
3
policies
and
procedures
governing
the
department
of
inspections
4
and
appeals,
as
the
designated
department
to
approve
nurse
aide
5
training
and
testing
programs.
The
rules
shall
provide
for
all
6
of
the
following:
7
a.
The
utilization
of
online
course
curricula
to
meet
the
8
required
minimum
of
thirty
hours
of
classroom
instruction.
9
However,
online
instruction
shall
only
include
the
didactic
10
theory
component
of
the
curriculum.
Required
laboratory
11
experience
and
supervised
clinical
training
shall
be
provided
12
in
a
face-to-face
environment.
13
b.
A
definition
of
clock
hours
for
the
purposes
of
meeting
14
the
required
minimum
of
seventy-five
clock
hours
of
training
15
to
include
classroom
instruction,
prior
equivalent
experience,
16
or
both.

c.
A
process
to
allow
a
veteran,
as
defined
in
section
35.1,
18
to
be
deemed
to
satisfy
the
nurse
aide
training
requirements
19
based
upon
the
training
and
experience
acquired
through
the
20
veteran’s
service
and
to
receive
a
nurse
aide
certificate
of
21
completion.
However,
a
veteran
shall
still
be
required
to
22
successfully
complete
the
nurse
aide
competency
evaluation
in
23
order
to
meet
all
requirements
for
inclusion
on
the
state’s
24
nurse
aide
registry.

2.
This
Act
shall
not
be
interpreted
to
affect
the
existing
26
provision
by
community
colleges
of
nurse
aide
training
27
certificates
of
completion
and
verification
of
successful
28
completion
of
the
competency
evaluation
necessary
for
inclusion
29
of
a
nurse
aide
in
the
state’s
nurse
aide
registry.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

bill
relates
to

bill
directs
the
department
of
human
services
(DHS)
to
1
adopt
rules
pursuant
to
Code
chapter
17A
to
provide
