(1)
In
order
to
provide
additional
funding
to
increase
5
student
opportunities
and
redirect
more
resources
to
student
6
programming
for
school
districts
that
share
operational
7
functions,
a
district
that
shares
with
a
political
subdivision
8
one
or
more
operational
functions
of
a
curriculum
director
,
9
principal,
or
school
counselor,
or
one
or
more
operational
10
functions
in
the
areas
of
superintendent
management,
business
11
management,
human
resources,
transportation,
or
operation
12
and
maintenance
for
at
least
twenty
percent
of
the
school
13
year
shall
be
assigned
a
supplementary
weighting
for
each
14
shared
operational
function.
A
school
district
that
shares
an
15
operational
function
in
the
area
of
superintendent
management
16
shall
be
assigned
a
supplementary
weighting
of
eight
pupils
for
17
the
function.
A
school
district
that
shares
the
operational
18
functions
of
a
principal
or
an
operational
function
in
the
area
19
of
business
management,
human
resources,
transportation,
or
20
operation
and
maintenance
shall
be
assigned
a
supplementary
21
weighting
of
five
pupils
for
the
function.
A
school
district
22
that
shares
the
operational
functions
of
a
curriculum
director
23
or
a
school
counselor
shall
be
assigned
a
supplementary
24
weighting
of
three
pupils
for
the
function.
The
additional
25
weighting
shall
be
assigned
for
each
discrete
operational
26
function
shared.
However,
a
school
district
may
receive
the
27
additional
weighting
under
this
subsection
for
sharing
the
28
services
of
an
individual
with
a
political
subdivision
even
if
29
the
type
of
operational
function
performed
by
the
individual
30
for
the
school
district
and
the
type
of
operational
function
31
performed
by
the
individual
for
the
political
subdivision
are
32
not
the
same
operational
function,
so
long
as
both
operational
33
functions
are
eligible
for
weighting
under
this
subsection
.
In
34
such
case,
the
school
district
shall
be
assigned
the
additional

weighting
for
the
type
of
operational
function
that
the
1
individual
performs
for
the
school
district,
and
the
school
2
district
shall
not
receive
additional
weighting
for
any
other

function
performed
by
the
individual.
The
operational
function
4
sharing
arrangement
does
not
need
to
be
a
newly
implemented
5
sharing
arrangement
to
receive
supplementary
weighting
under
6
this
subsection
.

(2)
For
the
purposes
of
this
section
,
“political
8
subdivision”
means
a
city,
township,
county,
school
corporation,
9
merged
area,
area
education
agency,
institution
governed
by
the
10
state
board
of
regents,
or
any
other
governmental
subdivision.
11
b.
School
districts
that
share
operational
functions
with
12
other
school
districts
are
not
required
to
be
contiguous
school
13
districts.
If
two
or
more
districts
sharing
operational
14
functions
are
not
contiguous
to
each
other,
the
districts
15
separating
those
districts
are
not
required
to
be
a
party
to
16
the
operational
functions
sharing
arrangement.

c.
Supplementary
weighting
pursuant
to
this
subsection
18
shall
be
available
to
a
school
district
for
a
maximum
of
19
five
years
during
the
period
commencing
with
the
budget
year
20
beginning
July
1,
2014,
through
the
budget
year
beginning
21
July
1,
2019
and
succeeding
budget
years
.
The
maximum
amount
22
of
additional
weighting
for
which
a
school
district
shall
be
23
eligible
in
a
budget
year
is
twenty-one
additional
pupils.

Criteria
for
determining
the
qualification
of
operational
25
functions
for
supplementary
weighting
shall
be
determined
by
26
the
department
by
rule,
through
consideration
of
increased
27
student
opportunities.
28
d.
Supplementary
weighting
pursuant
to
this
subsection
29
shall
be
available
to
an
area
education
agency
for
a
maximum
of
30
five
years
during
the
period
commencing
with
the
budget
year
31
beginning
July
1,
2014,
through
the
budget
year
beginning
July
32
1,
2019
and
succeeding
budget
years
.
The
minimum
amount
of
33
additional
funding
for
which
an
area
education
agency
shall
34
be
eligible
in
a
budget
year
is
thirty
thousand
dollars,
and
35

maximum
amount
of
additional
funding
for
which
an
area
1
education
agency
shall
be
eligible
is
two
hundred
thousand
2
dollars.
The
department
of
management
shall
annually
set
3
a
weighting
for
each
area
education
agency
to
generate
the
4
approved
operational
sharing
expense
using
the
area
education
5
agency’s
special
education
cost
per
pupil
amount
and
foundation
6
level.
Criteria
for
determining
the
qualification
of
7
operational
functions
for
supplementary
weighting
shall
be
8
determined
by
the
department
by
rule,
through
consideration
of
9
increased
student
opportunities.

e.
This
subsection
is
repealed
effective
July
1,
2020.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
school
budget
12
years
beginning
on
or
after
January
1,
2018.

EXPLANATION
14
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
15
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
257.11(5)
provides
supplementary
weighting
17
for
school
districts
and
area
education
agencies
that
share
18
operational
functions.
A
district
that
shares
with
a
political
19
subdivision
one
or
more
operational
functions
of
a
curriculum
20
director
or
school
counselor,
or
one
or
more
operational
21
functions
in
the
areas
of
superintendent
management,
business
22
management,
human
resources,
transportation,
or
operation
and
23
maintenance
for
at
least
20
percent
of
the
school
year
is
24
assigned
a
supplementary
weighting
for
each
shared
operational
25
function.
Supplementary
weighting
under
this
provision
is
26
available
for
a
maximum
of
five
school
budget
years
beginning
27
July
1,
2014,
through
the
budget
year
beginning
July
1,
2019.
28
This
bill
adds
the
position
of
principal
to
the
category
of
29
operational
functions
that
receives
supplementary
weighting
of
30
five
pupils.
The
bill
also
strikes
the
provisions
limiting
the
31
number
of
years
for
which
the
supplemental
weighting
may
be
32
claimed
and
the
provisions
establishing
the
period
of
school
33
budget
years
during
which
the
supplementary
weighting
may
be
34
claimed.
