Section 321M.3, Code 2017, is amended to read as 1 follows: 2 321M.3 Authorization to issue licenses. 3 Adair, Adams, Allamakee, Appanoose, Audubon, Benton, Boone, 4 Bremer, Buchanan, Buena Vista, Butler, Calhoun, Carroll, 5 Cass, Cedar, Cherokee, Chickasaw, Clarke, Clay, Clayton, 6 Crawford, Dallas, Davis, Decatur, Delaware, Dickinson, 7 Emmet, Fayette, Floyd, Franklin, Fremont, Greene, Grundy, 8 Guthrie, Hamilton, Hancock, Hardin, Harrison, Henry, Howard, 9 Humboldt, Ida, Iowa, Jackson, Jasper, Jefferson, Jones, 10 Keokuk, Kossuth, Lee, Louisa, Lucas, Lyon, Madison, Mahaska, 11 Marion, Mills, Mitchell, Monona, Monroe, Montgomery, O’Brien, 12 Osceola, Page, Palo Alto, Plymouth, Pocahontas, Poweshiek, 13 Ringgold, Sac, Shelby, Sioux, Tama, Taylor, Union, Van Buren, 14 Warren, Washington, Wayne, Winnebago, Winneshiek, Worth, 15 and Wright counties shall be authorized to issue driver’s 16 licenses, nonoperator’s identification cards, and persons with 17 disabilities identification devices on a permanent basis, 18 provided that such counties continue to meet the department’s 19 standards for issuance. 20 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 21 immediate importance, takes effect upon enactment. 22 EXPLANATION 23 The inclusion of this explanation does not constitute agreement with 24 the explanation’s substance by the members of the general assembly. 25 This bill authorizes Carroll and Clay counties to issue 26 driver’s licenses, nonoperator’s identification cards, and 27 persons with disabilities identification devices on a permanent 28 basis, provided that the counties meet the department of 29 transportation’s standards for issuance.
