However, the 22 department of inspections and appeals shall not reallocate 23 moneys appropriated to the department child advocacy board in 24 this section unless notice of the reallocation is given to the 25 legislative services agency prior to the effective date of the 26 reallocation . The notice shall include information regarding 27 the rationale for reallocating the moneys. For the fiscal year beginning July 1, 2018, and ending 1 June 30, 2019, the department of inspections and appeals 2 shall collect any license or registration fees or electronic 3 transaction fees generated during the fiscal year as a result 4 of licensing and registration activities under chapters 99B , 5 137C , 137D , and 137F . 6 2. From the fees collected by the department under this 7 section on behalf of a municipal corporation with which 8 the department has an agreement pursuant to section 137F.3 , 9 through a statewide electronic licensing system operated by 10 the department, notwithstanding section 137F.6, subsection 3 , 11 the department shall remit the amount of those fees to the 12 municipal corporation for whom the fees were collected less 13 any electronic transaction fees collected by the department to 14 enable electronic payment. 15 3. From the fees collected by the department under this 16 section, other than those fees described in subsection 2, the 17 department shall deposit the amount of $400,000 $800,000 into 18 the general fund of the state prior to June 30, 2019. 19 4. From the fees collected by the department under this 20 section, other than those fees described in subsections 2 and 21 3, the department shall retain the remainder of the fees for 22 the purposes of enforcing the provisions of chapters 99B , 137C , 23 137D , and 137F . Notwithstanding section 8.33 , moneys retained 24 by the department pursuant to this subsection that remain 25 unencumbered or unobligated at the end of the fiscal year 26 shall not revert but shall remain available for expenditure 27 for the purposes of enforcing the provisions of chapters 99B , 28 137C , 137D , and 137F during the succeeding fiscal year.
