Notwithstanding section 8.39 , the 18 department of inspections and appeals, in consultation with the 19 department of management, may reallocate moneys appropriated 20 in this section as necessary to best fulfill the needs of the 21 department provided for in the appropriation. However, the 22 department of inspections and appeals shall not reallocate 23 moneys appropriated to the department child advocacy board in 24 this section unless notice of the reallocation is given to the 25 legislative services agency prior to the effective date of the 26 reallocation . The notice shall include information regarding 27 the rationale for reallocating the moneys. H.F. 2499 DIVISION III 1 IOWA CODE CHANGES 2 Sec. 25. Section 8A.311, subsection 20, Code 2018, is 3 amended to read as follows: 4 20. Life cycle cost and energy efficiency shall be included 5 in the criteria used by the department, institutions under the 6 control of the state board of regents, the state department 7 of transportation, the department for the blind, and other 8 state agencies in developing standards and specifications for 9 purchasing energy-consuming products. For purposes of this 10 subsection , the life cycle costs of American motor vehicles 11 shall be reduced by five percent in order to determine if the 12 motor vehicle is comparable to foreign-made motor vehicles. 13 “American motor vehicles” includes those vehicles manufactured 14 in this state and those vehicles in which at least seventy 15 percent of the value of the motor vehicle was manufactured 16 in the United States or Canada and at least fifty percent of 17 the motor vehicle sales of the manufacturer are in the United 18 States or Canada. In determining the life cycle costs of a 19 motor vehicle, the costs shall be determined on the basis of 20 the bid price, the resale value, and the operating costs based 21 upon a useable life of five years or seventy-five thousand 22 miles, whichever occurs first. However, for the purchase 23 of passenger vehicles, light, medium-duty, and heavy-duty 24 trucks, passenger and cargo vans, and sport utility vehicles, a 25 purchase contract shall be awarded to the lowest responsive and 26 responsible bidder based solely on bid price, with preference 27 given to motor vehicle dealerships or bidders located in this 28 state. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 DIVISION I —— FY 2018-2019. This bill relates to and 33 appropriates moneys to various state departments, agencies, 34 and funds for the fiscal year beginning July 1, 2018, and 35 -20- LSB 5027HV (1) 87 gh/tm 20/ 21

The bill makes appropriations to 1 state departments and agencies including the department of 2 administrative services, auditor of state, Iowa ethics and 3 campaign disclosure board, the office of the chief information 4 officer, department of commerce, offices of governor and 5 lieutenant governor, the governor’s office of drug control 6 policy, department of human rights, department of inspections 7 and appeals, department of management, Iowa public information 8 board, department of revenue, secretary of state, treasurer of 9 state, and Iowa public employees’ retirement system. 10 DIVISION II —— STANDING APPROPRIATIONS —— LIMITATIONS. The 11 bill limits a standing appropriation of $25,000 for enforcement 12 of Code chapter 453D relating to tobacco product manufacturers 13 under Code section 453D.8. The appropriation for FY 2018-2019 14 shall not exceed $17,525. 15 DIVISION III —— IOWA CODE CHANGES.
