8
The

If
interpretive
rulemaking

authority
is

by
the

If
interpretive

authority
is
not

in
the
discretion
of
an
agency,
the
applicable
18
judicial
standard
of
review
is
whether
the
rules
constitute
an

erroneous
interpretation
of
law
(Code
section
17A.19(10)(c)).
20
The
bill
makes
changes
to
current
law
related
to

participants
under
Code
chapter

9E
by
requiring
the
state
registrar
to
adopt

for

administration
of

for
those

The
24
bill
maintains
current
law
to
allow
for
submission
of
a

The
26
bill
specifies
that
a
requirement
that
separate
registration
27
forms
be
signed
by
each
individual
registrant
only
applies
to
28
paper
registration
forms.
Under
the
bill,
driver’s
license
29
offices
are
required
to
transmit
voter
registration
forms
30
to
the
appropriate
county
commissioner
and
to
transmit
all

and

to
the
state
32

of
voters.
33
Under
current

of

of

and
voter
registration
agencies,
may

emergency
rules
to

provisions
of
the
bill.
11
Division
I
of
the
bill
may
include
a
state
mandate
as
defined

in
Code
section

The
bill

Therefore,
political
subdivisions
are
required
to

with
17
any
state
mandate
included
in
the
bill.
18
Division
I
of
the
bill
takes
effect
upon
enactment.
19
Division
II
of
the
bill
requires
that
an

without

before
each
election
unless
the
registered

voter
requests
not
to

A

as
