is
amended
to
read
as
follows:

The
commission
of
a
sexual
offense
with
or
to
a
child

pursuant
to
chapter
709
,
section
726.2
,
or
section
728.12,

subsection
1
,
as
a
result
of
the
acts
or
omissions
of
the
5
person
responsible
for
the
care
of
the
child
or
of
a
person
who
6
is
fourteen
years
of
age
or
older
and
resides
in
a
home
with
7
the
child.
Notwithstanding
section
702.5
,
the
commission
of
8
a
sexual
offense
under
this
subparagraph
includes
any
sexual
9
offense
referred
to
in
this
subparagraph
with
or
to
a
person
10
under
the
age
of
eighteen
years.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
amends
the
definition
of
child
abuse
in
Code
15
chapter
232,
relating
to
child
abuse
reporting
and
assessments.

Under
current
law,
child
abuse
is
defined
to
include
the
17
commission
of
a
sexual
offense
with
or
to
a
child
as
a
result
of
18
the
acts
or
omissions
of
the
person
responsible
for
the
care
of
19
the
child
or
of
a
person,
regardless
of
the
age
of
the
person,
20
who
resides
in
a
home
with
the
child.

The
bill
changes
current
law
to
provide
that
child
abuse
22
includes
the
commission
of
a
sexual
offense
with
or
to
a
child
23
as
a
result
of
the
acts
or
omissions
of
the
person
responsible
24
for
the
care
of
the
child
or
of
a
person
who
is
14
years
of
age
25
or
older
and
resides
in
a
home
with
the
child.
