1.
NEW
SECTION
.
600.7B
Postadoption
information.
1
The
department
shall
develop
and
furnish
to
the
state
2
registrar
of
vital
statistics
a
document
listing
all
3
postadoption
services
available
to
adoptive
families
in
the
4
state,
to
be
delivered
along
with
a
copy
of
the
new
birth
5
certificate
to
the
parents
named
in
the
adoption
decree
6
pursuant
to
section
600.13.
7
Sec.
2.
Section
600.13,
subsection
5,
Code
2018,
is
amended
8
to
read
as
follows:
9
5.
a.
An
interlocutory
or
a
final
adoption
decree
shall
be
10
entered
with
the
clerk
of
court.
Such
decree
shall
set
forth
11
any
facts
of
the
adoption
petition
which
have
been
proven
to
12
the
satisfaction
of
the
juvenile
court
or
court
and
any
other
13
facts
considered
to
be
relevant
by
the
juvenile
court
or
court
14
and
shall
grant
the
adoption
petition.
If
so
designated
in
15
the
adoption
decree,
the
name
of
the
adopted
person
shall
be
16
changed
by
issuance
of
that
decree.
17
b.
The
clerk
of
the
court
shall,
within
thirty
days
of
18
issuance,
deliver
one
certified
copy
of
any
adoption
decree
19
to
the
petitioner,
one
copy
of
any
adoption
decree
to
the
20
department
and
any
adoption
service
provider
who
placed
a
minor
21
person
for
adoption,
and
one
certification
of
adoption
as
22
prescribed
in
section
144.19
to
the
state
registrar
of
vital
23
statistics
at
no
charge.

c.
Upon
receipt
of
the
certification,
the
state
registrar
25
shall
prepare
a
new
birth
certificate
pursuant
to
section
26
144.23
and
deliver
shall
do
one
of
the
following,
as
27
applicable:

(1)
Deliver
to
the
parents
named
in
the
decree
and
any
29
adult
person
adopted
by
the
decree
a
copy
of
the
new
birth
30
certificate
along
with
a
document,
developed
and
furnished
by
31
the
department,
listing
all
postadoption
services
available
to
32
adoptive
families
in
the
state
.

(2)
Deliver
to
any
adult
person
adopted
by
the
decree
a
copy

of
the
new
birth
certificate.

The
parents
shall
pay
the
fee
prescribed
in
section
1
144.46
.

e.
If
the
person
adopted
was
born
outside
this
state
but
3
in
the
United
States,
the
state
registrar
shall
forward
the
4
certification
of
adoption
to
the
appropriate
agency
in
the
5
state
of
birth.

f.
A
copy
of
any
interlocutory
adoption
decree
vacation
7
shall
be
delivered
and
another
birth
certificate
shall
be
8
prepared
in
the
same
manner
as
a
certification
of
adoption
is
9
delivered
and
the
birth
certificate
was
originally
prepared.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
12
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
state
registrar
of
vital
statistics
14
to
deliver
to
the
parents
named
in
an
adoption
decree
along
15
with
a
copy
of
the
new
birth
certificate
for
the
child
adopted,
16
a
document,
developed
and
furnished
by
the
department
of
human
17
services
(DHS),
listing
all
postadoption
services
available
18
to
adoptive
families
in
the
state.
The
bill
also
directs
DHS
19
to
develop
and
furnish
the
document
to
the
state
registrar
of
20
vital
statistics.
