H.F. 2362 Section 1. NEW SECTION . 458.1 Climate alliance membership. 1 1. On or before July 1, 2018, the governor shall take all 2 necessary actions for the state to become a member of the 3 United States climate alliance. A subsequent withdrawal from 4 the alliance shall be subject to the approval of the general 5 assembly. 6 2. On or before December 1, 2018, and on or before December 7 1 each year thereafter, the governor shall report to the 8 general assembly’s standing committees on natural resources and 9 environment and environmental protection regarding the state’s 10 participation in the United States climate alliance, including 11 any collaborations or partnerships among the alliance members 12 or external stakeholders and any policies or programs that the 13 alliance has endorsed, undertaken, or considered. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill requires the governor of Iowa to take the steps 18 necessary to make the state a member of the United States 19 climate alliance by July 1, 2018. The bill allows the 20 governor to withdraw the state from the alliance only if the 21 general assembly approves the withdrawal. The bill requires 22 the governor to submit a report to the general assembly’s 23 standing committees on natural resources and environment and 24 environmental protection on or before December 1 of each year. 25 -1- LSB 6017HH (3) 87 js/rn 1/ 1
