H.F. 2317 Section 1. Section 256.7, subsection 26, paragraph a, Code 1 2018, is amended to read as follows: 2 a. Adopt rules that establish a the following: 3 (1) A core curriculum and high . However, neither the state 4 board nor the department shall require school districts or 5 accredited nonpublic schools to adopt the core curriculum, 6 or require a specific textbook, textbook series, or specific 7 instructional methodology, or acquire specific textbooks, 8 curriculum materials, or educational products from a specific 9 vendor. 10 (a) The state board shall not adopt, and the department 11 shall not authorize or require, statewide core social studies 12 standards for kindergarten through grade twelve. This 13 prohibition shall not be construed to limit the state board’s 14 or the department’s authority relating to the accreditation of 15 school districts and nonpublic schools under section 256.11. 16 (b) The core curriculum science standards shall be the 17 science standards utilized by school districts in this state 18 during the 2014-2015 school year. The state board shall submit 19 future revisions to the core curriculum science standards to 20 the general assembly for approval, modification, or rejection, 21 and the state board shall not adopt such revisions unless 22 specifically authorized by a constitutional majority of each 23 house of the general assembly and approved by the governor. 24 (2) High school graduation requirements for all students in 25 school districts and accredited nonpublic schools that include 26 at a minimum satisfactory completion of four years of English 27 and language arts, three years of mathematics, three years of 28 science, and three years of social studies. The rules 29 (1) The rules establishing high school graduation 30 requirements shall authorize a school district or accredited 31 nonpublic school to consider do all of the following: 32 (a) Consider that any student, at any grade level, 33 who satisfactorily completes a high school-level unit of 34 instruction has satisfactorily completed a unit of the high 35 -1- LSB 5732YH (6) 87 kh/rj 1/ 5
H.F. 2317 school graduation requirements for that area of instruction, 1 and shall authorize the school district or accredited nonpublic 2 school to issue high school credit for the unit to the student. 3 (2) (b) The rules shall allow a school district or 4 accredited nonpublic school to award Award high school credit 5 to an enrolled student upon the demonstration of required 6 competencies for a course or content area, as approved by a 7 teacher licensed under chapter 272 . The school district or 8 accredited nonpublic school shall determine the assessment 9 methods by which a student demonstrates sufficient evidence of 10 the required competencies. 11 (3) The rules establishing a A core curriculum shall 12 address addressing the core content standards in subsection 28 13 and the skills and knowledge students need to be successful 14 in the twenty-first century. The core curriculum shall 15 include social studies and twenty-first century learning 16 skills which include , including but are not limited to civic 17 literacy, health literacy, technology literacy, financial 18 literacy, family life and consumer sciences, and employability 19 skills; and shall address the curricular needs of students in 20 kindergarten through grade twelve in those areas. The state 21 board shall further define the twenty-first century learning 22 skills components by rule. 23 (4) The rules shall provide for the establishment of 24 high-quality High-quality standards for computer science 25 education taught by elementary, middle, and high schools, 26 in accordance with the goal established under section 27 284.6A, subsection 1 , setting a foundation for personal and 28 professional success in a high-technology, knowledge-based 29 Iowa economy. Such rules shall be applicable only to school 30 districts and accredited nonpublic schools receiving moneys 31 from the computer science professional development incentive 32 fund under section 284.6A , or from other funds administered by 33 the department for the same purposes as specified in section 34 284.6A, subsection 2 . 35 -2- LSB 5732YH (6) 87 kh/rj 2/ 5
H.F. 2317 Sec. 2. Section 256.7, subsection 26, paragraph c, Code 1 2018, is amended by striking the paragraph. 2 Sec. 3. Section 256.9, subsection 49, paragraph a, Code 3 2018, is amended to read as follows: 4 a. Develop and distribute, in collaboration with the area 5 education agencies, core curriculum technical assistance and 6 implementation strategies that school districts and accredited 7 nonpublic schools shall may utilize, including but not limited 8 to the development and delivery of formative and end-of-course 9 model assessments classroom teachers may use to measure student 10 progress on the core curriculum adopted pursuant to section 11 256.7, subsection 26 . The department shall, in collaboration 12 with the advisory group convened in accordance with paragraph 13 “b” and educational assessment providers, identify and make 14 available to school districts end-of-course and additional 15 model end-of-course and additional assessments to align with 16 the expectations included in the Iowa core curriculum. The 17 model assessments shall be suitable to meet the multiple 18 assessment measures requirement specified in section 256.7, 19 subsection 21 , paragraph “c” . 20 Sec. 4. Section 257.11, subsection 9, Code 2018, is amended 21 to read as follows: 22 9. Shared classes and curriculum standards. A school 23 district shall ensure that any course made available to a 24 student through any sharing agreement between the school 25 district and a community college or any other entity providing 26 course programming pursuant to this section to students 27 enrolled in the school district is encouraged to ensure that 28 the course programming meets the expectations contained in the 29 core curriculum adopted pursuant to section 256.7, subsection 30 26 . The school district shall ensure that any course that has 31 the capacity to generate college credit shall be equivalent to 32 college-level work. 33 Sec. 5. Section 279.61, subsection 1, paragraph a, 34 subparagraph (1), Code 2018, is amended by striking the 35 -3- LSB 5732YH (6) 87 kh/rj 3/ 5
H.F. 2317 subparagraph. 1 Sec. 6. Section 279.61, subsection 2, Code 2018, is amended 2 to read as follows: 3 2. The board of directors of each school district shall 4 report annually to each student enrolled in grades nine through 5 twelve in the school district, and, if the student is under 6 the age of eighteen, to each student’s parent or guardian, the 7 student’s progress toward meeting the goal of successfully 8 completing the core curriculum and high school graduation 9 requirements adopted by the state board of education pursuant 10 to section 256.7, subsection 26 , and toward achieving the goals 11 of the student’s career and academic plan. 12 Sec. 7. Section 280.3, subsection 3, Code 2018, is amended 13 by striking the subsection. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill modifies Code provisions relating to the core 18 curriculum to eliminate language that requires school districts 19 and accredited nonpublic schools to utilize statewide core 20 curriculum standards adopted by the state board of education 21 and instead authorizes the state board to establish a core 22 curriculum that school districts and accredited nonpublic 23 schools may voluntarily utilize. 24 The bill prohibits the state board of education from 25 adopting, and the department of education from authorizing 26 or requiring, statewide core social studies standards for 27 kindergarten through grade 12. 28 The bill directs the state board of education to adopt for 29 statewide use by school districts and accredited nonpublic 30 schools, effective for the school year beginning July 1, 2018, 31 and each succeeding school year, the Iowa core kindergarten 32 through grade 12 science standards utilized by school districts 33 in this state during the 2014-2015 school year. H.F. 2317 revision to the core curriculum science standards unless 1 specifically authorized by a constitutional majority of each 2 house of the general assembly and approved by the governor. 3 Language requiring school districts to develop an 4 individualized career and academic plan to prepare a student 5 for successful completion of the core curriculum is stricken, 6 as is language requiring school districts to adopt plans to 7 fully implement the core curriculum. 8 -5- LSB 5732YH (6) 87 kh/rj 5/ 5
